Scottsboro City Council Meeting


Old Business: No bids wee received for an Asphalt Hot Box for the Street Department. The Department Head will negotiate with manufactorers for the best price of this item. Mr. Dolberry, Streets Superintendent, stated to the City Council that the lowest price unit which includes a trailer and other necessary accessories to keep the mix hot would cast approximately $29,500.00, which was below the estimated original cost of $30,000.00. The manufacturing company is located in Albany, NY.

New Business: 1) Discussion concerning a vacancy for a 911 Dispatcher. 2) Discussion concerning new Scottsboro Police Procedures Manual. 3) Grant for Airport approved. Barge, Wagoner and Sumner will be the engineers for this project. 4) Discussion concerning FEMA contract for storm damage. This subject matter was continued until next meeting. 5) Alcohol Business license approved for business on South Broad St., Gorjut Singh business owner, formerly Pinky's. 6) Jim Olyneise was reappointed as a Board Member on the Goosepond Colony, Scottsboro Parks and Recreation Board.

Unfortunately the previous Jackson County Commission failed the citizens as well. The previous commission had stated there were no funds available to implement security, they did not tell the truth. The previous Commission left $4.5 million dollars for the current Commission, some think that is grand. However, the idea is to have a balanced budget, not one that is in the red or in the black to the extent of ridiculousness.

The repressive White Rooster Democrat Majority on the County Commission of Jackson County Alabama have established an extremely neoconservative, irresponsible, deceitful approach to county government for several years. The neoconservative, White Rooster, Democrats are a scourge on the people of this county. They prevent progressive action to move Jackson County forward with opportunity and jobs. This group wishes to keep and maintain all things as they were, including racist, non-progressive, destructive political philosophy.

Commissioners Allen, Smith and Stone are Jim Crow era repressive Democrats. Should the folks of Jackson County wonder why the unemployment rate is 10.5% and rising? Modern business and industry, modern "green industry" is plentiful, will not move to an area where repressive politicians are still living in early Jim Crow 20th Century. Any political group that would vote ignorance over education to the point it is reflected in their hiring practices are reflective of repression and negative extreamism, this is your majority on the Jackson County Commission.

City Council Work Session


1) Presentation by Ronnie Dolberry, Street Superintendent concerning purchase of Asphalt Hot Box. 2) Presentation by Rick Wheeler concerning FEMA funds available from storm damage. 3) Discussion concerning update of the Scottsboro Police Department Policy and Procedure Manual. 4) Citizen Presentation concerning problems in Cedar Hill Cemetery. Cemetery Committee Meeting was held after the Council Meeting.

Scottsboro City Council Meeting


Old Business: The Roseberry Rescue Group spokesman, Retired Circuit court Judge Wallace Harralson, spoke to the city council in an information briefing to inform them the Jackson County Legislative Delegation has agreed to disburse $42,500.00 in public funds to the Roseberry Rescue Group for the purpose of elimination of aquatic nuisance weeds in the area around their private boat docks and water access to their private property on Guntersville Reservoir, Dry Creek and Roseberry Creek area. The City Council Attorney, Mr. Steve Kennamer, spoke concerning the issue. Mr. Kennamer stated that it would not be necessary for any further action from the City Council since the requirements were met concerning the cost share of this project. The city had previously agreed to fund a share of the project, $42,500.00 if 2 other entities would contribute a like share. The Roseberry Rescue Group and the Legislative Delegation have agreed, along with the City Council to fund the project. The County Commission would not agree to issue public funds for this project.

New Business: 1) Resolution for a Community Development Block Grant was approved for the Water Sewer and Gas Board. 2) An appropriation of $1000.00 was approved for the Catfish Festival. 3) Resolution was approved for Phase 1 to support a Scottsboro Bike Trail. 4) There was a bid opening for the purchase of a tractor for the Scottsboro Street Department. Boykin Tractor was approved as low bidder meeting all specifications in the amount of $35,690.00.

Citizen Presentation: Mr. Kelly Goodowens made a presentation to garner support from the City Council for periodic music festivals at the Jackson County Courthouse Gazebo. Mr. Goodowens was informed that he would need the approval of the Jackson County Commission for this project, the City Council supported the idea.

Mayor and Council Report: 1) There will be an Open House at the new Scottsboro Police Department, old city hall on south Broad St., Wednesday, May 13, 2009 from 1PM till 5:30PM. 2) Catfish Festival is this weekend. 3) Mr. Speers announced the Ben Sanford Boys & Girls Club will hold a cookout and Bar-B-Q Saturday, May 16, 2009 from 11AM till 2PM. Mr. Speers stated there is delivery available. 4) The Mayor announced the Scottsboro Police Department will be applying for a grant for a patrol vehicle in the amount of $18,000.

Poll on Aquatic Nuisance Weeds/Poll Results


It has been a while since I have ran a poll. It seems now is a good time since there is an important issue before the Scottsboro City Council.

Do you think the Scottsboro City Council should issue tax payer money to a private, non-profit group for the elimination of aquatic nuisance weeds in Guntersville Reservoir's Dry Creek and Roseberry Creek area? POLL RESULTS: 44 total votes over a 5 day period. There were 20 yes votes, 45%; there were 24 no votes, 55% which were no votes or votes that stated the lakeside homeowners should cleanup around their own boat docks.

Scottsboro City Council Work Session

Bellefonte Units 1 & 2 Construction project discussed in Mayors report.
Judge Harralson discusses Roseberry Rescue Group Plans and makes further request.

1) Rudder Williams representing the Scottsboro Airport Board made a presentation concerning property acquisition surrounding Word Field, FAA Funding and cost sharing of projects and the need for emergency power generation equipment. 2) Roy Light of the Water Sewer and Gas Board made presentation concerning sewer upgrade grant request for Earl and Brown St. area. 3) An announcement was made concerning Scottsboro Park and Recreation Board member term expiration. Jim Olyneic's term is expiring. Individuals wishing to fill the position must have their application turned into the City Clerk by Thursday May 21, 2009 12 noon. 4) Hugh Whisenant made presentation concerning the Catfish Festival which will be held on Saturday May 16 from 10AM till 5PM. A request for $1000 was also submitted to help fund the Festival. 5) Judge Harralson made presentation concerning the Roseberry Rescue Groups plans of applying Floridone to the Roseberry and Dry Creek area. It was reported that the Roseberry Rescue Group has on hand over $42,500. It was also reported that the Roseberry Group has a line of credit to cover costs. The group requested the City Council release the $42,500 at the next Council Meeting. 6) Jim Olyneic from the City Planning Commission made presentation concerning City Biking Trails, requested Resolution in support of Phase 1 of the Trails Plan.

Reports: 1)The Mayor recognized Ms. Cathy O'Shields as this is City Clerk Recognition Week. 2) The Mayor reported that he and Mr. Hodges toured Bellefonte along with 25 other local officials. Received presentation from Mr. Jack Bailey, TVA Vice President Nuclear Generation Development. Nu-Start cancelled their involvement with TVA last week in the Bellefonte project. Mayor reported TVA plans to continue the licensing requests of Units 1 & 2. The Mayor also reported that the TVA will not begin construction on a nuclear project while another is under construction. Watts Bar is currently under construction. Construction on Bellefonte, according to the Mayor, will begin around 2013.

Nu-Start Sees the Light, Bails on TVA

TVA's Bellefonte Units 1 & 2. After stripping of the never completed nuclear plants they are approximately 50% complete. It is estimated that completion will cost between $4-8 Billion (A very conservative estimate.). Recent events have resulted in the Blue Ridge Environmental Defense League, BREDL, filing a legal action in Federal Court as a result of nuclear licensing violations by the NRC body itself concerning violations of Nuclear Licensing Policy concerning Bellefonte's Units 1 & 2.

The TVA Act prevents Nu-Start from participating (TVA is not allowed to sell power outside of its service area.) and TVA can not afford half of a reactor much less 4. There are various geological problems with the area.

These facts plus the Obama administration will soon change the face of the TVA's Board prevents Nu-Start from participating. Nu-Start consists of publicly held stock companies. The Nu-Start entity companies are not going to loose their proverbial buttocks over TVA's hair brain schemes to spend billions of dollars while the TVA has an unmanageable, growing debt situation.

Changing their plan? The TVA is in "lala land." TVA is intent on feeding the citizens of Jackson County and the TVA area with copious amounts of propaganda. The TVA's propaganda in conjunction with that from the areas federal, state and in some cases local politicians and bureaucrats will never result in a completed Bellefonte project. Wake up citizens and smell the stench of continued TVA political propaganda! The TVA can not afford 1/2 of a nuclear reactor much less 4 as proposed for Bellefonte. TVA's continuation of the proposed 4 reactor plan for Bellefonte is a continuation of TVA's culture of management deceit.
