illegal employee investigation report requested by mayor, paid for with public funds, by personnel board member/unlicensed private investigator;  2) Insurance carriers loss control report on management problems/practices; 3) Inspection of financial documents, e.g. billings and payments to Lanier Ford Law firm for 2015 to date.
