JAMES MADISON QUOTE - 1822

"A popular government without popular information, or the means of acquiring it, is but a Prologue to a Farce or a Tragedy; or, perhaps both. Knowledge will forever govern ignorance; and a people who mean to be their own governors must arm themselves with the power knowledge gives."

Scottsboro, Alabama - February 17, 2020 - Scottsboro City Council Work Session - Fire Boats Discussed and Inspection and Enforcement Authority of County Boat Docks at County Park

Scottsboro City Hall, photo by G. Morgan

Agenda Item 1 - Fire Boats discussed by Chief Gene Necklaus (video of discussion begins at 20 seconds and continues to 15 min. 43 sec., see video below) ; 2 boats needed costing approximately $113,000, placing one of the boats at the Goosepond Marina area and one at the County Park Marina area. After meeting discussions with knowledgeable Council Members indicated that at least 2 County Commissioners, Chair Tim Guffey and Commissioner Jason Venable, indicated they would fund one fire boat. The county commission has not brought this item up for discussion or a vote. Previously the commissioners had indicated they were in the red financially and this year's fiscal budget is not balanced. Where will the county get the approximately $56,500.00 for one fire boat?

Responsible entities for fire and safety inspections of the County Park Marina was also discussed. It was stated that since the county is a separate political entity, the State Fire Marshall has authority regarding inspections and enforcement at the county park. Chief Necklaus did indicate there were 2 inspections of the county docks requested. A records request revealed the Scottsboro Fire Department inspected in June 2012, no violations found; June 2016 3 violations were found, charcoal grill on B Dock, gasoline container on A Dock and another violation on A Dock, solvent, "Thinner."
