JAMES MADISON QUOTE - 1822

"A popular government without popular information, or the means of acquiring it, is but a Prologue to a Farce or a Tragedy; or, perhaps both. Knowledge will forever govern ignorance; and a people who mean to be their own governors must arm themselves with the power knowledge gives."

Scottsboro, Alabama - March 20, 2020 Special Call Meeting - Resolution for a State of Emergency for the City of Scottsboro

Scottsboro City Hall, photo by G. Morgan

1 Agenda Item - Resolution for State of Emergency for Scottsboro, Alabama, expires midnight
April 6, 2020
Why is there no comprehensive area testing of at least 10% of the population? Answer - Incompetence on the national and state levels. No testing = not knowing the numbers infected by the SARS-CoV-2 disease. Think about the "law of unintended consequences" on a pandemic level. May God Bless the Medical Staff of Highlands Medical Center.

Scottsboro, Alabama - March 17, 2020 - Special Call City Council Meeting, Citizen Presentation About Business in lieu of SARS-CoV-2 Disease - Mayor Questioned About Testing for SARS-CoV-2 - County Health Officer

Scottsboro City Hall, photo by G. Morgan

Hot Topic - Restaurant Businesses Hurting- Citizen Presentation
Local Government closes in reaction to the SARS-CoV-2 disease, but no sufficient testing of citizens in the community. Mayor asked questions, walks off.

By the way, the local health officer is Dr. Karen Landers of Colbert County, it took one call to the local health department to make this discovery, apparently politicians and local officials were dumbfounded in attempting to discover who was the Health Officer for this area. 2017 update -   http://alabamapublichealth.gov/ebola/media.html

Mayor tells restaurant manager no one has the disease. When he was asked the question after meeting adjourned, how many have been tested, he could not answer. How many citizens have SARS-CoV-2 disease in our community, no one knows because the testing has not been performed. Waste of resources, Mayor commented, video below.

Up until 6 days ago Alabama had no one which tested positive for the SARS-CoV-2 disease, only 20 had been tested in the entire state. Bury your heads politicians, you may run, but you can't hide from the truth nor your incompetence. It appears local politicians feel helpless, and want someone else to do the job for them, whether it be state or federal, you have a responsibility to the citizens of this community to insure adequate testing for the SARS-CoV-2 disease is accomplished. There should be a massive effort on the city, county, legislative delegation and federal elected representatives to insure adequate SARS-CoV-2 testing is accomplished. At this point assumptions are being made without definitive knowledge of the communities health as to this pandemic - SHAME ON YOU!

Why does testing matter? 4 Reasons Alabama lags behind on SARS-CoV-2 testing - ". . . A lack of testing could break Alabama’s hospital system."   https://www.al.com/coronavirus/2020/03/4-reasons-alabama-lags-behind-on-coronavirus-testing.html

Citizen Presentation - Geno's Manger Cyndi Stephens Tells of Current Effects on Restaurant Business

It took one call to the County Health Department to discover who the local health officer is - Dr. Karen Lambert of Colbert County. Aid to local businesses will not be acquired without comprehensive testing in order to understand the extent of the disease. Is the only reason any Scottsboro politician is concerned, a loss of tax revenue?

SEWAGE AND FECAL TRANSMISSION
UPDATE 1-26-21 - FECAL/SEWAGE TRANSMISSION
WASH YOUR HANDS AND DISINFECT ALL CONTACT SURFACES! There is not enough concern being displayed by the Alabama Department of Public Health, ADPH, Centers for Disease Control, CDC, and government leadership at all levels about viral transmission. Misinformation and a failure to inform about the transmission of the SARS-CoV-2 virus is prolific, for example ". . . it has recently been confirmed that the virus can also be found in human feces -- up to 33 days after the patient has tested negative for the respiratory symptoms of COVID-19." This is important due to the neglect of surface disinfecting in most public establishments, not only in our area but around our nation. Peer reviewed study regarding the issue of fecal/sewage transmission, report in the "Journal Environment International" : https://www.sciencedaily.com/releases/2020/05/200506133603.htm

CDC Article
"We collected feces specimens from 28 patients; 12, including the patient described in this report, were positive for viral RNA for >1 time point. We attempted to isolate SARS-CoV-2 virus from 3 of the viral RNA–positive patients. Results were successful for 2 of 3 patients, including the patient from this report, indicating that infectious virus in feces is a common manifestation of COVID-19." I do not agree that based on the study referenced that the evidence is sufficient to claim that the "infectious virus in feces is a common manifestation." No doubt common in the 3 patients exhibiting an active virus. There is sufficient evidence to initiate further studies immediately.   https://wwwnc.cdc.gov/eid/article/26/8/20-0681_article

Olfactory cortices – Smell, contributes to all aspects of odor perception including odor intensity and quality coding, odor hedonics, and odor memory.

Hippocampi, hippocampus (plural) – Involved in the formation of new memories and is also associated with learning and emotions.

Cingulate gyrus - A component of the limbic system, it is involved in processing emotions and behavior regulation. It also helps to regulate autonomic motor function. Helps in expression of your emotional state through gesture, posture and movement.

Insula - Crucial to understanding what it feels like to be human.  It is said to be the wellspring of social emotions, things like lust and disgust, pride and humiliation, guilt and atonement.

Rolandic operculum – Associated with Parkinson’s disease, often results in hallucinations.

Heschl's gyrus - Could be associated with more efficient processing of speech-related cues which could facilitate learning and perceiving new speech sounds.

Coronavirus, What It Does To The Body - https://www.bbc.com/news/health-51214864

The sole purpose of the coronavirus is replication within the host. It is tricky, it hides within a cell, replicates and causes drastic cellular expansion, causing irritation to the patient’s lungs. A special virion protein moves to the cell surface and mediates cell to cell fusion between infected cells and non-infected cells. Because it replicates within the host cell and fuses adjacent cells it is undetectable in the host system by antibodies which would normally destroy the invading organism. This cellular interaction leads to large multinucleated cells, a cellular membrane's limits of expansion is not limitless, at some point, BAM, the virus has replicated into many other viruses and the act is repeated over and over in the host organism. Hopefully, a healthy person's system will eventually learn the virus’s game of replication deception and begin to fight the infection. An immune-compromised person may not survive.  Article from the National Institute of Health, NIH, Coronaviruses: An Overview of Their Replication and Pathogenesis: https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4369385/

The coronavirus has been around us and in us probably since humans have been in existence. A common cold is caused by a coronavirus. As living things go, it is quite the little menace and destroyer of human life if given the chance, particularly in high risk, immune compromised patients. UPDATE - Bottom of Page - March 2019 Profit and Loss Statement..

RECORDS REQUEST

More Rural Hospitals Closing in Alabama
Rural Health Care is critical to the citizen’s health in poor and sparsely populated areas across the state and nation. The failure of rural health care in Alabama is due to the number of patients who can't pay the costs of treatment. The Republican Party in Alabama does not support MEDICAID Expansion under the Affordable Care Act, financial help for the poor in Alabama. Financial Disclosure regarding our local hospital, clinics and the health care authority to local citizens is also problematic. Case in point, The Jackson County Healthcare Authority.
Reference this article regarding rural health care in Alabama:   https://www.al.com/business/2020/03/another-rural-alabama-hospital-is-closing.html?

A records request for the last Profit and Loss Statement for the 2020 Fiscal Year, which is the first quarter, October-December 2019, for the Jackson County Health Care Authority (JCHCA) was submitted on February 27, 2020, hand delivered to the CEO, John Anderson, of the JCHCA. This report should be readily available to the public as this is a public government hospital and Alabama Open Records Laws are applicable regarding this type of documentation for government public health care facilities.

The profit and loss statement for the JCHCA was requested due to several statements from local health care workers at the JCHCA that they had been briefed in a department meeting that Highlands Medical Center was $30 million dollars in debt. I contacted the media relations point of contact at Highlands for confirmation of this allegation; I was told there has been no release of this type of information, re- $30 million dollars in losses. The requested information, per the records request, has not been provided as of this date.

The JCHCA has had financial difficulties within the past 5 years which reflected a negative balance in their profit and loss statement. However, improvements have been made within the past 2 years.

Our hospital and its' governing authority should have no problem in releasing an accurate annual profit and loss statement describing the financial status of our local rural health care authority each year. After all, this is our hospital at this time, it is not a privately owned health care facility.
