Why is there no comprehensive area testing of at least 10% of the population? Answer - Incompetence on the national and state levels. No testing = not knowing the numbers infected by the SARS-CoV-2 disease. Think about the "law of unintended consequences" on a pandemic level. May God Bless the Medical Staff of Highlands Medical Center.
