Scottsboro Personnel Board Hearing, Feb 21, 2013
Results of the Personnel Board Hearing, City of Scottsboro at 5PM Thursday, Feb. 21, 2013: At approximately 12 noon on Feb 22, 2013 I had a discussion with Mayor Potter concerning the outcome of the Personnel Board hearing relating to Ms. Caroline Starr. "The Personnel Board ruled in favor of Ms. Starr, her personnel record is to be expunged and all pay is to be reinstated," said Mayor Potter. Mayor Potter was asked if a written cash control policy has been implemented, the Mayor replied: "As soon as we discovered the missing money and we discovered there was no written policy we implemented a written cash control policy." The Mayor was not sure of the exact date of the cash control policy implementation but indicated it was mid year 2012.
The missing money involved Jill Sharee Dover, 36 of Henagar who was charged with first degree theft in connection with $12,000 reported missing from the court system during the middle of May.
