JAMES MADISON QUOTE - 1822
"A popular government without popular information, or the means of acquiring it, is but a Prologue to a Farce or a Tragedy; or, perhaps both. Knowledge will forever govern ignorance; and a people who mean to be their own governors must arm themselves with the power knowledge gives."

THE CITY OF CHATTANOOGA AND ITS CONTRACTOR ARE NOT TELLING THE ENTIRE STORY
"Disease-causing proteins can evade sewage treatment procedures."
"Prions, the infective particles behind diseases such as bovine spongiform encephalopathy (BSE), can breach standard sewage treatment methods, new research shows. The discovery raises the possibility that the rogue proteins, which are infamously hard to detect, can jump one of the most important barriers that safeguard human health."
FROM THE NATIONAL INSTITUTES OF HEALTH, NATIONAL LIBRARY OF MEDICINE
The bottom line is this, a failure to adequately and scientifically evaluate and assign an accurate risk factor to this dangerous practice. Deaths and sickness have occurred from sewage sludge application. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC2094820/

It was disclosed that the trees for the City of Scottsboro's beautification/renovation project on the downtown square will be from Florida and will cost $36,000 - they are guaranteed to live, hahaha, seriously. Shrubbery will cost approximately $14,000, there was no indication if the shrubbery was guaranteed to live or die. Previous shrubbery was allowed to deteriorate and go for months untrimmed.
AGENDA
Note cost of renovation of heating and cooling system, $1.1 million dollars. Minimum work will cost approximately $100K, including engineering cost should be near $125K-$150K. This is a 1967 system, the air cooling, heating and handeling system been recommended for replacement and upgrades for the past 25 years. Costs have rose 100% in those years as a result of past commission's neglect.

Jackson County Buildings Maintenance Chief informs commission on air, cooling and heating system problems in the courthouse. Original air system dating back to 1967. Controls and actuators, obsolete systems are not efficient nor are parts available. It was recommended 25 years ago that the system needed to be upgraded. Plans have been submitted and pushed aside for 25 years, now the cost appreciation is at the 100% level. Comprehensive plans for upgrades have been discarded by previous commissions.

THE FEDERAL BUREAUCRACY
"I can say with confidence that the federal government needs a major overhaul. Don’t get me wrong, most public servants in government are highly educated and dedicated professionals who are committed to “the greater good.” At the same time, the government has become a bloated bureaucracy that is based on past conditions and in too many cases, federal programs and policies can’t demonstrate that they are generating real results that benefit the American people."
