Scottsboro, Alabama - August 26, 2019 - Jackson County Commission, Work Session and Regular Session - More Courthouse Problems, Heating and Air - More Asbestos - A Million Dollar Project???

More problems, more financial difficulties become apparent in needed heat, air and possible asbestos mitigation. Damage apparent, Immediate problem resolution required.

Monday's Commission sessions were long. In order to make the Scottsboro City Council Regular Session I left at 1 hour and 20 minutes into the Work Session, 5:50PM. Work Session Agenda item 8 and the Regular Meeting were not recorded.

All asbestos insulation was supposed to be removed from the Jackson County Courthouse. It was recommended many years ago this equipment be replaced. 



The air/heating and cooling system problems becomes evident in the Johnson Controls presentation. Two years ago presentation, the problem did not just magically disappear, it has become more serious due to neglect.  There is insulation over a series of pipes shown in the presentation where coverings appear suspicious, probable asbestos. Asbestos was a problem in the courthouse, all should have been removed. Unfortunately, it was previously discovered not all the asbestos which was supposed to be removed per contracts was removed. At least one county maintenance services employee became sick from various dangerous materials he was ordered to improperly remove, asbestos being one. 

Per a previous historical interview it was learned the county/insurance entered into a secret agreement to settle out of court with the plaintiff/former employee sickened by the illegal, improper removal, per order by county officials to remove hazardous materials controlled by state and federal law.

Scottsboro, Alabama - August 26, 2019 - Scottsboro City Council Regular Session - Cecil Street Designated as Truck Route

Truck Route designated as Cecil Street - huh? Was there a sit down with all concerned regarding receivers and shippers, was the Mayor and Police chief involved in the decision making? What is this about Phase 2, permitting (That is a disaster in the making.) and maybe Phase 3? Does the city council know what they are doing regarding this issue? 
THE ANSWER - NO - The city council must communicate effectively with the appropriate city officials and those businesses this will effect. 
MR PATRICK STEWART, CITY COUNCIL PRESIDENT, and others, it seems you are more concerned about your electability and appeasement of a few rather than leadership and sensible decision making. 
BRAVO to Mr. Bailey for voting no on the designation of Cecil Street as the truck route.

Note the traffic pattern problems of Cecil St. there are many times big trucks exiting off or onto Cecil St. with this traffic pattern would not be able to make the turns onto or off of S. Broad St. without hitting another vehicle. The current traffic pattern, turn lanes, does not facilitate turning without traffic congestion, backups or collision.

ALABAMA BASS TRAIL CHAMPIONSHIP TOURNAMENT COMING TO SCOTTSBORO'S GOOSEPOND COLONY IN OCTOBER. https://www.alabamabasstrail.org/

Chamber of Commerce CEO Rick Roden made presentation regarding Scottsboro hosting the Alabama Bass Trail next month, requested Tourism Funding of $10,000 from the city, return of the investment said to be $450,000, spent in the city during the event, $6500 to be paid by the Chamber. However, it was reported the City of Scottsboro's Tourism fund has been depleted. Mr. Roden commented that if the city could not help, the Chamber would pay the full amount. Mr. Roden further commented that apparently in the transition of the former Tourism Director's retirement, the events request for funding was not brought forward to the city council.
