LISTENING SESSION ISSUES

Prior to each board meeting the TVA provides an opportunity for citizens to express concerns. Several Environmental Groups' concerns were represented. 9 environmental groups presented a letter to the TVA Board and the CEO. This letter was covered in area press releases. PRESS CONFERENCE -After the TVA Board Meeting we had a joint Environmental Group Press Conference in front of TVA in Chattanooga, Tn. on Market Street.  Representing, 15,000 members of the endorsing organizations: Tennessee Environmental Council, the Tennessee and Cumberland (Kentucky) Chapters of the Sierra Club, Tennessee Clean Water Network, Tennessee Alliance for Progress, Appalachian Voices, BEST/MATRR, Urban Century Institute, Solar Valley Coalition and the many Valley citizens who wish to see TVA generate more renewable energy.

 Sierra Club Attorney Ms. Mary Mastin (above photo by G. Morgan) delivers group introduction and outline of our request to the TVA Board. "We are concerned about TVA‟s recent changes in its renewable energy incentive programs and with TVA‟s continued failure to fully recognize renewable energy, and particularly solar power, as a viable and substantial part of its energy portfolio. We believe that if TVA committed to developing and achieving greater levels of renewable energy and efficiency, no other new sources of energy generation would be necessary and TVA could further reduce its reliance on dirty and inefficient coal plants," said Ms. Mastin.

McFadden for Garry Morgan) "“We ask the TVA to implement sustainable-renewable energy technology,” Garry Morgan a member of BEST said. “In our letter we list seven advantages of renewable energy over nuclear and coal power generation options.”

Seven Advantages:
• Unlike nuclear or fossil fuels, wind and solar have no fuel costs. Citizens invest in the purchase and installation of photovoltaic panels for their homes or businesses with their own money. Minimal incentives from TVA and/or the government increases TVA‟s power generation capacity without the huge cost and need for financing of new nuclear power plant construction.

• Savings in transmission lines - Solar power from our own rooftops supplements electricity from big power plants, which has to be transported across long distances with line losses and therefore is more expensive when it comes out of the socket. Traditional fossil fuel sources of energy also require spending massive amounts for grid repair and expansion.

• The record is clear that solar energy equipment production and installation have produced many new green jobs in Tennessee over the past few years.

• The sun and wind are infinite sustainable energy sources compared to the finite availability of coal or uranium for nuclear production.

• Storage of radioactive waste from nuclear generation for up to a million years, or for coal ash from coal-fired power plants, is very costly ($1 million each for dry casks to hold spent fuel) and poses huge environmental risks. In the event of a serious incident, as we have seen with Kingston - or Fukushima- the damage can escalate to catastrophic proportions.

• Renewables don't require us to use destructive extraction methods such as mountaintop removal coal mining. Surface mining in Central Appalachia has been linked with job loss, poverty, sickness, and early death in mountain communities.

• Both solar and wind are much cleaner energy sources in terms of both air emissions and water discharges. The lack of need for cooling water is also a huge advantage. As TVA must recognize, clean water is becoming a more and more important and rare resource.

“Energy efficiency and sustainable-renewable energy technology saves money for citizens and business while energy efficiency generates local jobs for citizens and serves to expand business by saving money and by creating new job growth,” Morgan said.

The Eagle Power Systems 500 Kilowatt Generator may be seen in the background. The NOx, nitric oxide and nitrogen dioxide,  emission level for this generator system is less than 50ppm according to the engine manufacturer, Hanatech Co., Ltd of Inchon, S. Korea.

Town Hall Meeting with U.S. Representative Mo Brooks, or as some may call it, Bash President Obama Republican Rally

 Scottsboro Mayor Melton Potter introduces 5th District Congressman Mo Brooks, Republican from Huntsville.
 Congressman Brooks stated he was a Fiscal Conservative and believes our nation will be subservient to China if the debt situation does not change. He stated we are supplying China with the means to destroy us by virtue of our debt payment to them.
 Congressman Brooks assessment of our financial plight was right and wrong. He was right, our debt is the problem, his figures are correct. He was wrong on blaming our financial crisis on the Democrats and President Obama. There are solutions, Brooks did not have them. His solution was to create dissension and division in support of the Republican Party. At the bottom of the page I list the solution to our problems. Our debt problem is related to our growing energy crisis and problems. Washington politicians, Brooks included, have no meaningful solutions.
Congressman Brooks ranted on for most of the meeting about how our economy was crashing and if the Democrats continued on with their programs such as health care and socialism we would surely be subservient to the Chinese. The crowd of about 50, including 5 staffers, applauded loudly in sync with Brooks as he continued on with periodic episodes of Obama bashing mixed with economic doom and gloom.
 Brooks blamed most of our problems concerning the Southwest Asian Wars on the current administration. He failed to mention any Republican responsibility related to the current war,  instead he took the road of 'blame the Democrats and Obama.'

The Congressman did not realize or failed to mention it was the Commodity Futures Modernization Act of 2000 of the 106th Congress, a Republican Congress ( http://en.wikipedia.org/wiki/106th_United_States_Congress ), which allowed the Mortgage crisis and economic downturn which began about 2006, culminating in a financial meltdown in 2008 under President Bush, it was President Bush who began the TARP program bailouts.
 2011's 30 year outlook according to Mr. Brooks. When the TVA debt situation was brought forward his tune changed from a devout Fiscal Conservative to a devout Republican Socialist. Telling all how nuclear power and the TVA was going to save us from an era with no power. Sheer pro-nuclear propaganda right out of the nuclear lobby's play book.
 Congressman Brooks stated the Democrats and President Obama's Health Care Plans and other entitlement programs are breaking the United States. The crowd of mostly over 65-80%, continued to applaud loudly, apparently not realizing their Social Security and Medicare would come to a halt if the radical Republicans had their way. As the crowd applauded with fervor to the Obama bashing, I decided to boo the festivities, as there was entirely to much President Obama and Democrat bashing. Although I do not agree with all of our President's policies, he is our President. To base ones political policy and platform on bashing Democrats and President Obama does not produce results, it produces  division of the populace. Brooks' political strategy utilizes the principles of ideological propaganda as a communicative technique.
When asked about Bellefonte the Congressman stated he supported nuclear power. He told the crowd of Republican supporters the shutting down of coal facilities, due to the environmentalists and the EPA, nuclear power must be brought on line. Not true pointed out Ms. Gretel Johnston of Scottsboro, Ms. Johnston told how Energy Efficiency technology could produce the power needed. Brooks replied, "Oh, you mean the efficient energy light bulbs." Ms. Johnston explained some of  the Energy Efficiency measures which would supply over 300,000 jobs in the Southeast, including Jackson County, if a serious plan was implemented.

I informed the Congressman about TVA's tremendous debt to which I was heckled by a Chamber of Commerce staff member and a Goose Pond Colony staff member, obviously they were Republicans not interested in facts and attempted to interrupt my presentation. When the Congressman was asked if he supported TVA socialism and extending TVA's $30 billion dollar debt limit his reply was maybe, maybe not, depends on how it was worded by those asking. Apparently the Congressman is not as Fiscally Conservative as his presentation appears.

TVA's Financials: "TVA- SEC Form 10-Q Quarterly Report May 3, 2011, page 49, debt- $24.125 billion; interest on debt- $25.832 billion; long term total obligations including debt, interest on debt, fuel contracts, leases and power commitments $68.868 billion dollars." Turn about is fair play, but not in the eyes of the Scottsboro Police who were there to obviously keep in line any comments against Brooks and the Republican extremist ideology. When a Republican supporter decided to bash Ms. Johnston and myself for our presentation, I spoke up in protest. The Police Chief, came over and stated to me, "don't interrupt, wait until you are recognized to speak." However, the Police Chief said nothing to the hecklers from the Chamber of Commerce and Goose Pond Colony who attempted to interrupt my presentation.

The town hall meeting was informative, informing true listeners of how far right wing the Neu Republikans have moved. Real solutions to the debt crisis are not in the Republicans political strategy book. Bash Democrats and our President was the outcome of the meeting.for the explicit purpose of rallying additional Republican support.

Solutions:  Jobs, put Americans to work, stop the political deceit and pandering, it is dividing our nation. Political bickering and name calling does not support solutions but supports the political party, we need solutions not furtherance of individual and party political agendas. A comprehensive Sustainable Energy Plan for the United States is the tool for resolving many of the problems facing our nation. It will bring jobs and secure our energy future from dependance on foreign energy sources which have led us into wars costing thousands of American lives and trillions of dollars.

Bellefonte is a "Nuclear Zombie"

“'They should definitely be doing something different,'” said Louis A. Zeller, science director for the Blue Ridge Environmental Defense League, a regional advocacy group. He likes to call Bellefonte 'the zombie reactor' because it is neither dead nor alive.'"

"Mr. Zeller and other skeptics say that beyond the obvious challenges the nuclear industry faces, the Bellefonte 1 project has inescapable flaws. The reactor is too expensive and too antiquated, they contend, and it lies in an earthquake zone."

"CRAZY" "'Mr. Beaumont, the industry analyst, said that “based on cost, I absolutely think you can say it’s crazy.' But that assessment might change over time, he allowed."

"WE JUST KNOW WHEN WE GET THERE" (Comment by TVA's CEO Tom Kilgore) “I can’t forecast out 8 or 10 years,” Mr. Kilgore said, but “we just know when we get there, Bellefonte 1 is a good economic proposition.” Knowing "when we get there" will have cost the TVA's rate payers $8-9 billion dollars for Bellefonte Unit 1 if complete. A "when we get there" management style has resulted in TVA's massive debt. TVA has estimated it will cost approximately $4-$4.5 billion to complete the Bellefonte project. Costs do not consider radioactive hazardous waste storage, decommissioning the nuclear reactor site and special security for the nuclear site, costing additional billions of dollars. Which relates to higher electrical rates for area business and citizens.

TVA's debt is prohibitive of further expensive nuclear construction. TVA's management failures have cost U.S. Taxpayers and TVA Rate Payers dearly, 3 other TVA mothballed nuclear projects, Hartsville, Yellow Creek, and the Clinch River Breeder Reactor have resulted in massive TVA debt, an example of "we just know when we get there" management philosophy. TVA's current debt is approximately $25 billion, the interest on their debt is approximately $23 billion. Congress has established a $30 billion debt ceiling for the TVA.

TVA Purchases "Wind Power" from the Dakotas, Unknown Final Costs.‏

Sustainable Energy Solutions for the 21st Century reduces the amount of atmospheric pollution. TVA must decrease its emissions levels from coal fired power generation.


The State of North Carolina sued TVA alleging that TVA’s coal-fired power plants were a public nuisance. The complaint cited urgent environmental and health concerns in the state because of air pollution emitted by TVA’s plants in other states. The State of North Carolina won the law suit. TVA reports on its plan for purchasing wind power from the Great Plains states of North and South Dakota.

TVA News Agency, Oct. 22, 2009: "TVA has entered contracts to purchase up to 450 megawatts of renewable wind energy – enough to serve about 140,000 average-size homes in the Tennessee Valley – from companies in North and South Dakota."

"Under contracts announced today, CPV Renewable Energy Company will supply up to 200 megawatts from 87 turbines at its Ashley wind farm in McIntosh County, N.D., and Invenergy Wind LLC will supply up to 250 megawatts of power from 167 wind turbines at its Hurricane Lake Energy Center in Roberts County, S.D. "

"The wind energy supply will be delivered to TVA beginning in 2012, if all applicable environmental requirements are met and firm transmission paths to TVA are secured."

"“TVA is committed to increasing our generation from non-carbon emitting sources by adding competitively priced wind, solar and biomass to our portfolio,” said TVA Executive Vice President of Power Supply & Fuels Van Wardlaw."

Costs associated with generation and transmission were not mentioned within the article. I contacted TVA's News Agency to fill in some of the blanks. A very polite gentleman by the name of Scott Brooks anxiously answered my questions about this project.

Mr. Brooks had this to say about my questions, (paraphrased), "Costs are unknown at this time, it will depend on costs of the power at the time of generation." Concerning transmission costs, "The details are being worked out, contracts are not finalized."

Mr. Brooks also stated there are future plans to purchase more wind energy closer to the TVA Service Area. The locations of future generation sites were not disclosed as contracts have not been finalized.

The Nuclear Mirage

Our Great Nation

The freedoms spelled out in our Constitution and guarded by our many military service members, civilian government service workers in national, state and local political sub-divisions.



We are at a crisis juncture in our nations history. We have some very difficult decisions to make now and in the near future. One of those decisions is the direction we will take as a nation in "Wining our Energy Independence."



The decisions will not be easy ones, they will be difficult and there will be those that will say we must continue to strip our environment of its resources and continue the pollution trends by utilizing current and old technology, such as nuclear and fossil fuels.



We can not depend on fuel assets of other nations. This has brought us into a crisis of war and continued instability in the world and within our nation. We must take the lead in development of Sustainable Energy Resources such as solar and hydrogen power. New technologies need to be improved on and implemented.



We have a tremendous National Debt. Federal funding is getting scarcer and scarcer in resolving our energy problems. We must immediately begin solving any and all problems related to solar and hydrogen energy production. Nuclear and fossil fuel resources must serve our immediate needs until the implementation of a hydrogen/solar economy. The great minds involved in solving the problems of nuclear physics and tapping secondary oil reserves must be put to use in solving the remaining difficulties of a hydrogen/solar economy and Sustainable Energy solutions. Our very lives depend on it and our continued national sovereignty depends on moving from a fossil fuel based economy to a hydrogen/solar economy. The new technologies are present and available. It is a matter of national resolve to implement Sustainable Energy and of course money.



Citizens it will be your choice and the choice of our great national corporations. Do we move forward into the future with Sustainable Energy Solutions or do we move backwards and continue along our current trend of wars, fuels crisis and pollution? Part of the great national debate and decision making will be made in Scottsboro, Alabama.
