The Eagle Power Systems 500 Kilowatt Generator may be seen in the background. The NOx, nitric oxide and nitrogen dioxide, emission level for this generator system is less than 50ppm according to the engine manufacturer, Hanatech Co., Ltd of Inchon, S. Korea.

Scottsboro City Council, Green Energy Project-Landfill Methane Capture, Goose Pond Colony, Monster Bass

Goose Pond Colony (GPC) offers a full scope of recreation activities on Guntersville Lake. 2 world class golf courses, marina, campground, lodging, cabins, restaurant, great fishing and a bait and tackle shop highlight GPC. You ain't going to find better bass fish'n than on Lake Guntersville. Ol' Sally resides in this area. I've seen this female monster Bass, she has bit the legs off of my rubber frogs on at least 2 occasions during the spring and summer. I have watched her feed in the shoals near the old North Sauty Creek Channel. This bass would be close to a world record large mouth bass if not exceeding the record. It appears she is close to 36 inches in length.
Guide service is available in this area.
Goose Pond Colony (GPC), The Docks Restaurant, great food with a fantastic view of Lake Guntersville.
Goose Pond Colony Lodge and Cabins, great fun by the lake. GPC also has a wonderful campground.
GPC Amphitheater, Bass tournaments, concerts and the famous 4th of July Celebration is held in this location.
GPC has a full service marina, food, fuel and gas are available for the boater at GPC.>
Last night there were 2 sessions held, the first was a work session and the second a continuation of last Mondays Regular meeting for the purpose of passing a grant request related to the landfill methane energy project.
1) Discussion of landfill methane project by CDG Engineering. The representative could not be present due to in-climate weather. However, the Mayor and Mr. Blizzard discussed the matter via phone conference earlier in the day.
The project will be completed in 3 phases costing a total of $1.57 million dollars. The project must be complete by the end of June 2012, There is $500K of grant money being made available thru the "Federal Stimulus Package. " The city is applying for other grants for this project. The Mayor stated that even if we had to borrow money for the project the loan would pay for itself through the reselling of power to the TVA. It was also stated that existing personnel resources would be utilized and trained for site maintenance.
Phase 1-methane capture; Phase 2- energy conversion; Phase 3- generate electricity. This project was approved in the City Council Regular Meeting continuation.
Councilman Thermon Bell commented, "This is a win win situation for the City." The city will receive approximately $400K annually from energy sales to the TVA. The landfill electrical power usage will be completely covered by this project. according to city officials.
It was stated that the total amount of energy generated is estimated to be 4 million Kilowatt hours per year.

2) RDS, (ALATAX) discussion concerning city tax collection and auditing program.

3) Goose Pond Colony update and presentation by Mike Bagget, Chairman of the City Parks and Recreation Board, better known as the Goose Pond Colony Board. Mr. Bagget stated the biggest problem for the past year was the storm and tree damage as a result of last years storms. He stated he was very pleased with the cleanup and all the volunteer efforts involved in the clean up. He stated the golf course was down for 2 days while the cabins and campground continued running. This allowed for a continuous revenue stream in support of the park.
An overview of projects completed and future project plans were given:
a) $300K of debt was eliminated. Mr. Bagget indicated their management philosophy has been to insure no borrowing of money. "We will pay our own way without borrowing money." (The Goose Pond Board deserves a salute for their accomplishments in reference to their financial management. ) It was reported since 2006 the current board has decreased their debt by $1.2 million dollars. $5.3 million of debt remains.
b) Capital expense projects were outlined: (1) Sewer project in campground; (2) Bathroom facilities at the marina.
c) Future plans include a contractor providing boat rentals and a bicycle rental program.
The following events were outlined:
a) Scottish Festival-4500participants; b) Big Bass Splash-1000 participants; c) 60 Fishing Tournaments annually; d) National Junior College golf Tournament, 45 schools participated; e) spring Fling college Tournament where 9 schools participate. (It is obvious Goose Pond Colony is a tremendous asset to Scottsboro bringing in millions of tourist dollars annually. The current staff and managing board have pulled this facility from a "frogs hair" of bankruptcy to it current financial state of sound standing, bravo ladies and gentleman of GPC, bravo. You make this citizen and I know others very proud of you. )

4) Forever Wild Program discussion of Resolution of Support for the Walls of Jericho park. A Constitutional Amendment is before the state legislature.
>5) Discussion for CDA, Commercial Development Authority, selection of board members.

6) Discussion of surplus property, the old Police Station on John T. Reid Parkway.

7) Presentation by the Jackson County Rescue Squad. They are in need for a new rescue boat. It was commented the current boat has literally fell apart, the transom has been welded 3 times. The cost is $11,900. The City council discussed committing to 1/3rd of the cost to be shared by the County Commission and the Legislative Delegation. ( The Rescue Squad does a fantastic job. They receive very little tax support, all are volunteers. A salute goes out to the members of the Jackson County Rescue Squad, a great bunch of folks. )

Reports: The Mayor mentioned there was a need for 2010 Census workers for the Jackson County area.

TVA Purchases "Wind Power" from the Dakotas, Unknown Final Costs.
Sustainable Energy Solutions for the 21st Century reduces the amount of atmospheric pollution. TVA must decrease its emissions levels from coal fired power generation.The State of North Carolina sued TVA alleging that TVA’s coal-fired power plants were a public nuisance. The complaint cited urgent environmental and health concerns in the state because of air pollution emitted by TVA’s plants in other states. The State of North Carolina won the law suit. TVA reports on its plan for purchasing wind power from the Great Plains states of North and South Dakota.
TVA News Agency, Oct. 22, 2009: "TVA has entered contracts to purchase up to 450 megawatts of renewable wind energy – enough to serve about 140,000 average-size homes in the Tennessee Valley – from companies in North and South Dakota."
"Under contracts announced today, CPV Renewable Energy Company will supply up to 200 megawatts from 87 turbines at its Ashley wind farm in McIntosh County, N.D., and Invenergy Wind LLC will supply up to 250 megawatts of power from 167 wind turbines at its Hurricane Lake Energy Center in Roberts County, S.D. "
"The wind energy supply will be delivered to TVA beginning in 2012, if all applicable environmental requirements are met and firm transmission paths to TVA are secured."
"“TVA is committed to increasing our generation from non-carbon emitting sources by adding competitively priced wind, solar and biomass to our portfolio,” said TVA Executive Vice President of Power Supply & Fuels Van Wardlaw."

Costs associated with generation and transmission were not mentioned within the article. I contacted TVA's News Agency to fill in some of the blanks. A very polite gentleman by the name of Scott Brooks anxiously answered my questions about this project.
Mr. Brooks had this to say about my questions, (paraphrased), "Costs are unknown at this time, it will depend on costs of the power at the time of generation." Concerning transmission costs, "The details are being worked out, contracts are not finalized."
Mr. Brooks also stated there are future plans to purchase more wind energy closer to the TVA Service Area. The locations of future generation sites were not disclosed as contracts have not been finalized.

The Nuclear Mirage

Pushing for more nuclear reactors, 100 more according to the socialist dreamers of unrealistic expectations (including Alabama Senators Shelby and Sessions, Representative Griffith, 5th district and President Obama), may result in 100 more nuclear Bellefontes, which cost $5 billion dollars more than 20 years ago. Now the cost is estimated up to $10 billion per unit. Bellefonte and Nuclear Power, Truth and Deceit
The glow of the ghostly cooling towers of the Bellefonte Nuclear Power Plant. A plant which has never produced 1 KW of electrical power. Now the TVA, after canceling their construction permits have requested the permits to be reinstated for units 1&2. Units 1&2 have been stripped of equipment.
The issue of radioactive waste plagues the nuclear industry. President Obama cancelled further expenditures on the Yucca Mountain Nuclear Waste Repository.
TVA's Bellefonte 4 Reactor Dream, estimated cost of construction for 4 units, 26 Billion Dollars (2013 cost-$36 billion). An amount equal to the TVA's current debt which is growing and approaches the $30 Billion Congressional mandated cap of TVA debt.

Out of Bureaucracy Comes More Bureacracy--Green Tape/Red Tape

I agree with Ms. Harbert in her presentation which I present for your consideration. (My comments to the article are in red.)

We hear a lot today about generating green jobs along with green power and fuel. But as Congress just passed a stimulus package with tens of billions of dollars in spending for clean energy and infrastructure projects, we have to ask ourselves what are the odds these projects will go forward when existing projects are being stymied.

The fact is, our energy sector suffers from a lengthy, unpredictable, and needlessly complex regulatory maze that delays, if not halts entirely, construction of new energy infrastructure. Federal and state environmental statutes-such as the National Environmental Policy Act, state siting and permitting regulations, and a 'build absolutely nothing anywhere near anything" mentality routinely are used to block construction and expansion of everything from transmission lines to power plants-and the economic activity and high-paying jobs that go with them.

And just because a project is "green" does not mean it fares any better. Indeed, it has become too easy for energy projects of any hue to be wrapped up in "green tape." For instance, renewable energy projects and related infrastructure have recently been snagged, sued, or blocked in Idaho, New Hampshire, Kansas, New York, California, Maine, Pennsylvania, Texas, Massachusetts-home of the by-now infamous Cape Wind project-Virginia, and other states over environmental concerns. Moreover, the American Wind Energy Association reports that the review processes at many federal agencies are making it difficult to accommodate the growth of wind energy on federal lands.Even if renewable projects can be permitted and built, many investors are still wary of these projects because it is so difficult to site the transmission lines needed to bring the electricity to consumers. Where these cross state lines, multiple jurisdictions become involved. One power company spent 13 years getting federal and state permits for a 90-mile interstate power line that took less than three years to build.

The stimulus legislation commits $11 billion to initiate the build out of a "smart grid" to support the expected growth of renewable power generation like wind, solar, and geothermal. But this money is largely unnecessary and does not address the actual obstacles to building new transmission lines...the siting process.

Under the Natural Gas Act, the Federal Energy Regulatory Commission has the authority, including eminent domain, to work with the states to site natural gas pipelines. Extending this authority to electricity transmission and other interstate energy infrastructure would simplify a time-consuming process and represent a huge step towards greater energy security.

Reforming NEPA is another way to get infrastructure projects moving ahead quickly. This Act is used by many groups to bring a swift halt to projects they oppose. Excluding actions that do not to have a significant impact on the environment and setting strict time limits for final decisions could lessen the opportunities for abuse and avoid indefinite project delays.

Also looming over the nation's economic woes is the expectation that the Environmental Protection Agency will move ahead with regulating carbon dioxide emissions under the Clean Air Act, a law neither designed for nor suited to the task. EPA proposes that it can use its newly-discovered authorities under the Act to regulate carbon dioxide emissions from cars, trucks, planes, trains, boats, office buildings, refineries, pipelines, boilers, landfills, manufacturing plants, tractors, lawnmowers, motorcycles, schools, hospitals, breweries, bakeries, farms, and countless other sources large and small.

These sweeping new rules would have a chilling-indeed, freezing-effect on economic activity and derail many of the energy and other infrastructure projects the stimulus bill was crafted to facilitate, dealing a devastating blow to the U.S. economy at exactly the wrong time. A recent Heritage Foundation analysis found that a regulatory program of the magnitude contemplated by EPA would raise energy prices, cost an average $339 billion each year through 2029, and wipe out up to three million manufacturing jobs. We need a stimulus for businesses and workers, not activists and lawyers. ( The citizens do need the truth from corporations or government agencies that propose to build energy infrastructure. Not propaganda spilled forth into communities in order to promote a project. Environmental Impact and Safety studies are important and may disclose hidden risks that must be disclosed. There seems to be a pattern, particularly in the nuclear industry, where government and corporations do not disclose all risks to the public.
There is a reluctance within the TVA area of operations to disclose Financial Costs of Nuclear Projects in order to effectively compare costs with alternative energy projects. Disclosure of costs and risks are necessary.)

Enactment of the economic recovery package represents a lost opportunity for making regulatory changes to significantly eliminate green tape. As Congress turns its attention to broad-based energy legislation, it has another opportunity to lift this cloud of regulatory uncertainty by denying EPA the authority to regulate carbon dioxide under the Act. We deserve an open debate on a sensible approach to addressing carbon dioxide emissions, not an opaque back door scheme.

History has shown that economic growth is a prerequisite for, not a result of, environmental stewardship. If we are serious about stimulating the economy, diversifying America's energy supply, and creating green jobs, then we need to cut some of the red tape-and the green tape, too-that unnecessarily delays energy projects.

Town Hall Meeting with Senator Jeff Sessions

Approximately 50 Jackson County citizens were present on this rainy Tuesday to attend a Jackson County Chamber of Commerce Sponsored Town Hall Meeting with the citizens of Jackson County, Alabama and U.S. Senator Jeff Sessions, R. at the Docks Restaurant in Scottsboro's beautiful Goose Pond Colony ( Link: http://www.goosepond.org/index.html ). Senator Sessions discussed several issues ranging from Federal Judges extreamist rulings to our energy crisis. This was an opportunity for citizens to address concerns and issues to Senator Sessions. Citizen input was requested from Senator Sessions. I addressed the TVA's debt and failure to disclose financial construction costs at Bellefonte. TVA's Bond-debt/interest is in excess of $44.9 billion dollars, $14.9 billion dollars over the debt limit. Concern over this debt was expressed, the Senator acknowledged the debt is a problem for the TVA. I explained that the TVA has refused disclosure and citizen requests for accountability. The Senator agreed that the TVA is accountable to a citizens efforts to demonstrate accountability. A group of documents were presented to the Senator to include the refusal of the TVA to follow the NRC Administrative Law Judges Order to Disclose. These documents displays TVA mismanagement and reflects massive debt which may result in an insolvent TVA. One citizen spoke up concerning geological concerns surrounding the area of Bellefonte, stating sink holes and earthquakes are a risk. The Senator stated, "I think the TVA is looking at this area and has addressed this issue. It was stated by another citizen that nuclear energy is a clean and safe form of energy. Senator Sessions agreed. I spoke up and stated, "nuclear energy is not safe and it is not clean." Senator Sessions stated that no one has been killed by nuclear energy. I was left with the impression that Senator Sessions is not aware of the full scope of TVA's ever expanding debt, lack of debt management and appropriate accountability. His interests seem to be singularly oriented to nuclear expansion of the TVA without concern for mounting debt and the affects of inflation on citizens. He is oriented toward nuclear power but is concerned over TVA's debt and lack of disclosure. Senator Sessions did state, "clean and safe nuclear power is a debatable issue." But would argue on the side that nuclear energy is clean and safe.

Our Great Nation


One of the reasons we are a great nation are the freedoms which we enjoy. The freedom of responsible speech and comments in media. Another, is due to the freedoms we enjoy as a result of the work of our scientists, technicians professional and lay people alike working hard at overcoming the problems of our nation and world. The freedoms spelled out in our Constitution and guarded by our many military service members, civilian government service workers in national, state and local political sub-divisions.
We are at a crisis juncture in our nations history. We have some very difficult decisions to make now and in the near future. One of those decisions is the direction we will take as a nation in "Wining our Energy Independence."
The decisions will not be easy ones, they will be difficult and there will be those that will say we must continue to strip our environment of its resources and continue the pollution trends by utilizing current and old technology, such as nuclear and fossil fuels.
We can not depend on fuel assets of other nations. This has brought us into a crisis of war and continued instability in the world and within our nation. We must take the lead in development of Sustainable Energy Resources such as solar and hydrogen power. New technologies need to be improved on and implemented.
We have a tremendous National Debt. Federal funding is getting scarcer and scarcer in resolving our energy problems. We must immediately begin solving any and all problems related to solar and hydrogen energy production. Nuclear and fossil fuel resources must serve our immediate needs until the implementation of a hydrogen/solar economy. The great minds involved in solving the problems of nuclear physics and tapping secondary oil reserves must be put to use in solving the remaining difficulties of a hydrogen/solar economy and Sustainable Energy solutions. Our very lives depend on it and our continued national sovereignty depends on moving from a fossil fuel based economy to a hydrogen/solar economy. The new technologies are present and available. It is a matter of national resolve to implement Sustainable Energy and of course money.
Citizens it will be your choice and the choice of our great national corporations. Do we move forward into the future with Sustainable Energy Solutions or do we move backwards and continue along our current trend of wars, fuels crisis and pollution? Part of the great national debate and decision making will be made in Scottsboro, Alabama.

National Security Warning or How Local Politicians Must Not Placate the TVA




Global Warming declared of peek importance concerning our National Security. Folks we need Alternative Energy and Energy Efficiency measures now. Fossil fuels and existing nuclear power (No new nuke plants. The mining of uranium and the processing contributes to global warming. There is also the radiation contamination risk.) is only a stop gap for a hydrogen/solar economy. We must immediately take action. The TVA must set a leadership role for Alternative Energy, not nuclear.
TVA, Improve the Dam Fleet Now! That includes the power generation systems. Some parts of the power generation system are over 75 years old. (They don't make e'm like that anymore.)
The TVA must utilize wind and solar energy solutions. Citizens, have been "all out" lied to concerning the viability of solar-voltaics and wind power applicability in this area. The TVA identifies peak wind production areas on the Cumberland Plateau. You do not have to have full sunshine to produce power. New technologies have surfaced and are ready for application. The more solar voltaic plastic sheeting produced the less expense involved. These new industries will grow in vast numbers.

Do it now before someone else makes the move and beats you to the draw.(This was a message that was attempted to be delivered in the BEST/BREDL meeting a couple of months ago at the Rec-Com where no local politicians showed up.) Besides, it will benefit all of us that you not sit on your collective posteriors and do the job you were hired to perform instead of placating the TVA concerning Nuclear Energy!

Our industrial park full of related industry, employing many people, creating thousands of jobs for the citizens of this area. Frankly, they don't give a damn about your future nor that of future generations of Jackson County citizens.
