Jackson County Legislative Delegation Press Conference

The Legislative Delegation presents a symbolic check to the Jackson county School Board, Scottsboro City Schools, County Commission and the various municipalities in Jackson county. 40% will go to education, 30% to the Jackson county Commission and 30% to the various municipalities based on population. $700,000 came from the new TVA in lieu of tax to dry counties out of the TVA area repeal act and $300,000 was included from the legislative delegation's fund which is predominantly from the TVA in lieu of tax.

A 1978 act allowed 5 percent of over a hundred million dollars of annual in-lieu-of-tax money from TVA to be distributed to "dry," no alcohol sales, counties outside TVA's service area.
Rep. Jeff McLaughlin, Democrat from Guntersville, sponsored the TVA in lieu of tax act repeal bill, allowing only counties within TVA's service area to receive the in lieu of tax money.
In 2008 $5.6 million of the TVA in-lieu-of-tax money went to 15 dry counties not served by the TVA; $87.7 million went to 16 Alabama counties within the TVA service area. $19.1 million goes into Alabama's General Fund. The new Act concerning the TVA in lieu of tax ended the distribution to dry counties in Alabama.

Senator Barron speaks to approximately 50 citizens on this first day of spring, telling the story behind the in-lieu of tax. Behind Senator Barron are the elected representatives from the various municipalities of Jackson County, the Jackson County Commission and other elected county representatives, Chamber of Commerce, Boards of Education, Northeast State Junior College and the Economic Development Authority.

More Dog and Pony Show Politics from the County Commission

As I read our local paper, Scottsboro's Daily Sentinel, a glaring fact has stood out to me. Our local politicians seem to have their heads buried up their collective posteriors. Have they been eating loco weed, smoking dope or do they not have a clue?

Not one of the business or governmental "so called" leaders were capable of identifying the #1 problem of not only Jackson County but our nation. A loss of our industrial manufacturing capabilities which equates to jobs. Apparently our elected leaders and so called business leaders fail to identify this problem. (Mr. Tom Lackey is not a business leader, he is a governmental employee of the Jackson County Health Care Authority.) There is a difference between government and business, however local socialistic influences tend to cloud that fact. The Chamber of Commerce executives are also not business leaders. A sizable portion of their income is provided by government.

It is no wonder that we are in such a dire financial fix in this nation, ideas that government built recreation areas will solve the rapidly growing unemployment in Jackson County is an example of reality denial. We need jobs, we need industry in our industrial parks, we do not need more waste and ridiculous spending ideas by alleged leaders who do not have a clue. Yet, the hundreds of thousands of dollars being poured into the Economic Development Authority accomplishes naught, except government jobs for the 3 or 4 employed at the EDA.

Fewer jobs equates to less tax revenue, less government spending, a Socialists nightmare. The local Socialist Bourbon Democrats will have a meltdown with no money to spend on more government. Locally the unemployment rate is 7.4% and climbing ( That does not reflect the accurate rate of unemployment which is approximately 10+%, some of the unemployed are not reported.) due to more job layoffs and business closings. The county commissions priorities are stated as building a recreation facility. Maybe Mr. Clemmons would care to cover the costs and build this facility on his property instead of costing Jackson County citizens more taxes.

It becomes obvious many local politicians are intent on increasing tax revenue thru Federally sponsored organizations such as the TVA and DOD thru BRAC, and any other scheme to benefit tax and spend politicians. The job solution rests in private investments into alternative energy. The TVA at this period in time, in the Tennessee River Valley, is a large contributor to the growing socialist state and the Federal Debt.

Tyranny in Scottsboro, Socialist Bourbon Democrats at Work

Local Democrat Leadership and political mouthpieces have stated they expect the government to clean up aquatic weeds around their private property. Local politicians refuse to listen to scientific evidence or facts, they only listen to those who give them political contributions and the wealthy of the community. The old Aluminum Plant. The site of much controversy. Now some members of our City Council apparently believe the City of Scottsboro should eliminate all jobs in the industrial area and place homes instead of jobs in the industrial park. The area is a hazardous waste dump and has been declared a Brownfield site. Home developers destroyed Native American Burial Grounds in this area.



Once again the tyrants of the local Democratic Party in conjunction with al.com/Advance Internet censors have eliminated my forum name from the al.com Scottsboro forum for speaking out against the actions of local Democrats. I am banned once again from posting on al.com. No violations of forum policy, just political speech in disagreement with the local Democrat Party and those who support the advancement of socialism in our community.

The latest censorship issue apparently stems from the use of Goose Pond Island industrial property and its zoning to residential as a result of a legislative act. Home owners are demanding the removal of industrial property. Now comes a property appraisal group and suggest in a report the city of Scottsboro buy the industrial property, all of it, more socialism. This company was hired on the suggestion of City Council Member Keith Smith. It seems our city council is supportive not of jobs in Scottsboro or the working man or woman but influential owners of lakeside property and their selfish schemes of depriving the working men and women of Scottsboro jobs. Now those same lakeside owners with boat docks expect the taxpayers and ratepayers of the TVA to foot the bill for the cleanup of weeds around their private boat docks. Then, as if their high and mighty attitude is not enough, they come forward to request the city to buy the remaining industrial property and make it a residential area. Local selfish, social, elitist at work, destroying job opportunities! Speaking up about these moves by our illustrious political leadership has resulted in me being banned once again from the al.com Scottsboro so called discussion Forum.

National Security Warning or How Local Politicians Must Not Placate the TVA

Folks we need Alternative Energy and Energy Efficiency measures now. Fossil fuels and existing nuclear power (No new nuke plants. The mining of uranium and the processing contributes to global warming. There is also the radiation contamination risk.) is only a stop gap for a hydrogen/solar economy. We must immediately take action. The TVA must set a leadership role for Alternative Energy, not nuclear.
TVA, Improve the Dam Fleet Now! That includes the power generation systems. Some parts of the power generation system are over 75 years old. (They don't make e'm like that anymore.)
The TVA must utilize wind and solar energy solutions. Citizens, have been "all out" lied to concerning the viability of solar-voltaics and wind power applicability in this area. The TVA identifies peak wind production areas on the Cumberland Plateau. You do not have to have full sunshine to produce power. New technologies have surfaced and are ready for application. The more solar voltaic plastic sheeting produced the less expense involved. These new industries will grow in vast numbers.



Jackson County needs to concentrate in bringing these industries into this area. Hope you get this message Ron Bailey and Dus Rogers, members of the Chamber of Commerce and the citizens EDA, bring alternative energy producers into our vacant industrial parks. Work with the TVA to invest into Alternative Energy. Do it now before someone else makes the move and beats you to the draw.(This was a message that was attempted to be delivered in the BEST/BREDL meeting a couple of months ago at the Rec-Com where no local politicians showed up.) Besides, it will benefit all of us that you not sit on your collective posteriors and do the job you were hired to perform instead of placating the TVA concerning Nuclear Energy!

Jackson County Commission Meeting


The following persons met with the Commission: 1) John Barnett discussed and requested permission to hold the Crow Mountain Hill Climb, approved by the commission. 2) Keith Britt of the Sand Mountain Park Board, discussions concerning improvements to park. 3) Jim Frost, of the local US Department of Agriculture met with the commission to discuss funds for placing a bridge over Estill Fork of the Paint Rock River. Currently there is a "water crossing" at the location which interferes with endangered species in the creek. Considerable discussion ensued concerning grants available.



There were 5 items on the consent agenda totaling $2774.03. However there were 2 travel expense trips for employees, one was a property appraisal course in Bessemer, Al. and the other was approval for the Alabama County Commission Association Convention in Orange Beach for the County's Commissioners, Engineer, Administrator and EMA Director. These trips will occur in July and August. There were Solid Waste debt write off amounts that were not stated.



Old Business: 1) Minutes approved, Mr. Blizzard abstained, as always, from voting on the minutes of the previous meeting. 2) Solid Waste and Extension Office Building roof replacement discussion. Apparently the bid estimate received did not reflect a roof lining. There was also some confusion of whether the "estimates/bids submitted were a bid or were an estimate. 3) Sheriff Dennis Miller requested additional funds for fuel costs in the amount of $65,000, $60,000 was approved. Fuel cost increases were also discussed for the Solid Waste Department. Mr. Tidmore, Commission Chairman pointed out that the Solid Waste Department is a self supporting organization as required by State law. Any fuel increase costs must be passed on to customers through billing.



New Business: Approval for ditch improvements in Langston along Lakeshore Dr. 2) Approval given to pay for purchases from Wal-Mart of $1,839.56. These expenses were incurred during the Tornado earlier this year in Pisgah and Rosalie communities. 3) Request to increase pay to members of the Northeast Alabama Water, Sewer and Fire Protection District from $100 per month to $150 per month. This was tabled until more information could be obtained. 4) Request for $1500 to Tech School for 11 students to attend Skills Championship in Kansas City. Request approved and the students were appointed as Ambassadors to represent Jackson County. 5)The following Board Appointments and resignations were approved: a) Doug Sisk appointed to 911 Board to replace Tom Warren who moved out of the county; reappointment of Stacy Ledwell to the Jackson County Economic Development Board; motion to accept Dennis Millers resignation from the 911 Board and appoint Jim Miller, Retired Scottsboro P.D. Assistant Police Chief, to the Board. 6) Jackson County Rescue Squad Rodeo program advertisement approved. Paid for from personal funds of commissioners. 7) Payment of Attorneys fees approved. 8) Executive Session approved, involving window installation contract, Kristine Harding of J.H. Partners Architects to meet with Board concerning pending legal action. Commission Chairman stated no vote would occur after session.
