Comments by Garry Morgan and Gretel Johnston Regarding the Extended Power Uprate at the Browns Ferry Nuclear Plant, Link to Report Discussed by Mark Leyse http://best-matrr.org/16-0803_Leyse's%20Browns%20Ferry%20Comments.pdf

Summary of the TVA Browns Ferry Nuclear Plant Extended Power Uprate Problem compiled by Garry Morgan as presented to the TVA Board of Directors.

Presented to you are comments of Mark Leyse, Nuclear Safety Advisor, for BEST/MATRR. The  information presented to you in the enclosed report to the Tennessee Valley Authority (TVA) Board and the Chief Executive Officer, indicates there is an error in the computer safety model analysis of the Extended Power Uprate (EPU) for the Browns Ferry Nuclear Plant (BFN).

This error undermines the defense in depth safety requirements of the Browns Ferry Nuclear
Facility. This same report has been presented as comments to the Nuclear Regulatory  Commission (NRC).

Non-conservative computer safety model analyses were performed in order to justify the  Extended Power Uprate (EPU) for the Browns Ferry Nuclear Plant (BFN).  As explained in the  comments presented, experimental data indicates that the EPU analyses under-predict the  rates of the chemical reaction between zirconium and steam that would occur in the event of a  loss-of-coolant accident (“LOCA”).  This means that the analyses under-predicts the rates in  which energy (heat) is released, hydrogen generated, and zirconium fuel-cladding oxidized by  the zirconium-steam reaction. The computer safety model is supposed to over-predict temperatures in order to ensure an adequate margin of safety.

By overlooking the deficiencies of the computer safety models, the TVA and the NRC have  undermined defense-in-depth safety principles, requiring the application of conservative  models in the computer safety model analysis. The health and safety of citizens living in the  area surrounding the Browns Ferry Nuclear Plant should not be compromised by TVA using  these non-conservative safety models to help qualify for the proposed Extended Power Uprates  at the aging Browns Ferry Nuclear Plant.

TVA Board continues their abandonment of the people of Jackson County Alabama. TVA's debt continues to grow due to nuclear power expansion, Watts Bar Nuclear and a Small Modular Reactor project is another river sinkhole up on the Clinch River near Oak Ridge, Tn.

TVA's decision is the result of gross negligence, debt and waste of ratepayer and taxpayer money for over 40 years. "Today's decision may be challenged by future revisionist” says Mr. Satz, TVA Board  member, I say an excuse for a continuous series of failed nuclear projects never intended on completion - Yellow Creek, Phipps Bend, Hartsville and Bellefonte, but filling the pocket-books of nuclear corporations, resulting in 26 billion dollars of power bond debt for TVA ratepayers. Not counting the potential for a $4 Billion loss in the Bellefonte Plant.

The truth about Bellefonte from a nuclear engineer in 13 minutes. Politicians and appointed officials thinking this cannibalized nuclear plant will ever go critical and produce electricity demonstrates the a failure to accept the reality of facts regarding the Bellefonte Nuclear Facility.  https://youtu.be/OV4KR8GAhTg

BREDL/BEST/MATRR, SACE and the Union of Concerned Scientists have been telling local leaders about the facts for more than 8 years. No one in local political power, elected or appointed, has the good sense to accept the truth. Instead, they buy the nuclear special interests propaganda and deceit. Facts from everyone which have demonstrated the risk of failure is huge - GAO, UCS, Rockbridge, American University School of Communications, GE CEO, NIRS and various news reporting agencies across the U.S. Still they hang on to nuclear promises of deceit. Government officials gross negligence has cost the TVA ratepayers in excess of $50 - FIFTY- Billion Dollars - $50,000,000,000.00, that amount does not reflect the entire future commitments as reflected by TVA's SEC 10-K Report; this also does not include the potential for the $4 billion $4,000,000,000.00 loss of Bellefonte to cover TVA bad management. http://bestmatrrmoneysink.blogspot.com/

Federal elected political and appointed officials in the executive and legislative branch of our Federal government, TVA Executives and Board of Directors have failed the citizens and caused serious harm to TVA itself.

BEST MATRR's Letter to the TVA

March 17, 2016

Dear Ms. Quirk and the TVA Board of Directors,

The members of BEST-MATRR recommend that you do not sell the Bellefonte property. We  again advocate for developing TVA’s Bellefonte site as a model utility-scale solar power plant,  with back-up generation provided by river turbines, wind, and/or hydro-storage capacity. We emphatically oppose the sale of this valuable TVA asset, because we think that is shortsighted  and would deprive future generation of this asset in order to reduce the debt that TVA has  amassed with its unwise nuclear expenditures at this site and elsewhere in the Valley – thus adding insult to injury for ratepayers in the Tennessee Valley.

TVA has made the proper decision in withdrawing the license applications for Units 3 and 4.  TVA should do the same with the construction licenses for Units 1 and 2.  For a detailed  analysis with the many reasons that Units 1 and 2 should never be finished go to the 2011  report prepared by the Southern Alliance for Clean Energy and Fairewinds Associates:   http://www.cleanenergy.org/wp-content/uploads/F_SACE_Bellefonte_Rpt_080911.pdf .

TVA was created to improve the well-being of Tennessee Valley residents through flood  control and production of electricity, to provide environmental stewardship for the Tennessee River Basin, and to lead the nation in energy innovation.

Rethinking development of Bellefonte gives the TVA an opportunity to lead this nation in  renewable sustainable energy, by using the installed grid and building on the infrastructure  already invested at the site. Bellefonte is a good location for both photovoltaic (PV) and  thermal solar dish-engine arrays, and could be a model plant for showcasing utility-scale solar  potential in non-desert environments.

Bellefonte is also ideal for providing sources of backup energy for solar from river turbine  generators powered by the swift current there or from pump storage hydro energy from the  mountain plateau directly across the river. There could even conceivably be heat storage  sinks in the existing empty reactor cavities, to store heat energy collected by thermal solar dish arrays for 24/7 heat engine Concentrated Solar Power (CSP) generation.

Thank you for your consideration and for your service.

Sincerely,
Stewart Horn, President

Ghosts of Bellefonte - photo by G. Morgan

TVA looking to sell Bellefonte property - Johnson say's "TVA needs to weigh merits of generation, development."
“As we consider this decision, it is important that we hear from interested stakeholders, potential site developers and the general public,” said TVA President and CEO Bill Johnson. “TVA has been investing at a minimal level to preserve the Bellefonte site for future generating use, should we need it.”
“The 2015 Integrated Resource Plan, completed with public input, indicates it may be two decades before additional large baseload generation is needed,” he said. “It’s time we answer the question of whether TVA is serving the public well by retaining control of the Bellefonte site, or if others could make more beneficial use of it. And with economic development as a cornerstone of our mission, TVA wants to know if there is an entity interested in investing and creating jobs at this location.”

The public comment period runs through March 18. There is no public meeting scheduled.

Recent suggestions to sell the facility.

Rumor has been circulating locally that Tom Kilgore, former TVA CEO and Jackson Co. resident, will head up an effort to bring the facility into a power generation mode utilizing new and current assets financed by external players in a VIE, variable interest entity (sell-lease back), type of plan. Locally, EDA representatives are denying this plan.

My thoughts, Nuclear Power proponents are their own worse enemy, they do not look realistically at the truth about cost at the front and the end of such projects. Deceit has become a debilitating culture within the civilian nuclear power industry. There is a penchant for shortcuts to save money. This presents a serious problem in regards to safety, security and Human Reliability

TVA Financial Report, Facts, Figures and Visual Aids About TVA Debt, Pension Shortfall and Nuclear Decommissioning Fund - February 3, 2016

TVA N E W S  R E L E A S E

Mild Weather Impacts TVA’s First Quarter Earnings
KNOXVILLE, Tenn. ― The Tennessee Valley Authority reported a net loss of $37 million for the first three months of fiscal year 2016 ending Dec. 31, 2015. Net income was $118 million lower  compared to the same period last year due in part to $131 million lower operating revenues, representing a 5 percent decrease, primarily driven by weather. Temperatures in the Tennessee Valley in December were the mildest in more than 50 years, contributing to 8 percent lower sales of electricity compared to the same period a year ago.

Operating expenses for the first quarter of 2016 increased by less than 1 percent versus the same period in the prior year. Operating costs were helped by $56 million lower fuel and purchased power expense as a result of lower sales, more hydroelectric and natural gas-fired generation, as well as lower natural gas prices. Non-fuel operating and maintenance costs were $52 million higher than in the same period last year, driven primarily by nuclear refueling outages and remediation work at Boone Dam.

“TVA customers continue to benefit from the diversity of our power system, which helped keep costs lower in the first quarter, despite unusual conditions,” said TVA President and CEO Bill Johnson. “Increased output from TVA’s robust hydroelectricsystem and low cost natural gas-fired power  helped offset lower revenues, limiting the impact on TVA’s financial performance. We are also maintaining good discipline in managing our costs, which is particularly important in periods of lower sales and revenues.”

TVA’s mission of environmental stewardship includes management of the Tennessee River system for multiple benefits, including flood control. With recordbreaking rainfall in December 2015, TVA personnel worked to avert millions of dollars of potential flood damage in the Tennessee Valley during the first quarter of 2016, and worked with the U.S. Army Corps of Engineers to reduce impacts on the Ohio and Mississippi Rivers through coordinated use of TVA’s system of dams.
“This past December was both the warmest and also one of the wettest in TVA history,” said Chief Financial Officer John Thomas. “Guntersville Reservoir, for example, had 9 inches of rainfall on Christmas Day alone - something that happens only every 100-200 years.” (My comment - Not true, we have had at least 3 other major flood and storm events in the past 25 years in the Tennessee River Valley. We are also witnessing an increase in tornadic activity. Flooding and severe weather is related to climate change via a warming global climate according to meteorologists.)

“It is in these times that we are reminded of the value of TVA’s stewardship mission and that TVA is more than a power company,” Johnson added. “It was the dedication of TVA’s employees that helped prevent the loss of life and property across the Tennessee Valley.” (My comment: There is no doubt that TVA flood control has saved lives and property.)

FINANCIAL PICTURE

Pension Plan - Quote: "Pension Fund As of September 30, 2015, TVA's qualified pension plan had assets of $6.8 billion compared with liabilities of $12.8 billion. The potential for the plan's funded status to quickly improve is limited because of expected equity performance and the significant amount of benefits paid each year to plan beneficiaries. The plan currently has approximately 35,200 participants, of which approximately 23,700 are retirees and beneficiaries currently receiving benefits. Benefits of approximately $700 million were paid to participants in 2015.

Op-Ed on TVA Debt
Feb. 2, 2016  TVA promises broken by Pam Sohn, Chattanooga Times Free Press
(Fair-Use Rights segment for non-profit news reporting)
TVA President Bill Johnson wants ratepayers to think the Tennessee Valley Authority has a tough choice to make: raise our electricity rates or stiff 23,700 TVA retirees and most of the utility's 10,800 current employees...First, it's important to understand that TVA is playing both ends against the middle of being a public utility as well as a nonprofit business that is ratepayer — not taxpayer — funded...TVA ratepayers are on the hook...Make no mistake: Whatever tag is put on our guarantee that retirees' pensions be met, there currently is a $6 billion funding shortfall, and we will pay one way or another...The unions charge — and rightfully so — that the utility's leaders are punishing workers while getting fat paychecks and retirement benefits themselves. Johnson drew $6.4 million in 2015, including his own multimillion-dollar bonuses for "performance incentives" and uncapped retirement packages. Four other top TVA executives each drew more than $2 million in salary and bonuses.Read the entire article at the Chattanooga Times Free Press link below.

NUCLEAR DECOMMISSIONING COSTS
Looking at TVA's Decommissioning Fund status they do not have a sufficient amount of funds to cover more than one nuclear reactor's decommissioning - reference, March 31, 2015 ML15098A176 http://pbadupws.nrc.gov/docs/ML1509/ML15098A176.pdf Total funds in their decommissioning fund, near $1.516 billion for 6 nuclear reactors.
...
TVA's cost estimates for decommissioning their nuclear facilities are low, listed at $3.5706 billion, those rates are at least 5 years old, maybe older. TVA typically underestimates costs and overestimates needs, an indicator of TVA mismanagement.

Costs of decommissioning in today's dollars, in the TVA area, are estimated at $900 million on the low side to $1.2 billion on the high side. It is estimated $6 billion dollars will be needed to decommission TVA nuclear facilities in todays dollars, $2.5 billion short in todays dollars. Plants such as Diablo Canyon's2 units in California are estimated at cost $2.6 billion - http://www.dra.ca.gov/general.aspx?id=2459 Vermont Yankee is estimated to cost $1.2 billion and take 15 years. - https://www.bostonglobe.com/metro/2015/11/26/the-long-road-decommissioning-nuclear-power-plant/k5VWUQzLKCIz2VuYs8RhoO/story.html

TVA ASSETS
(click on image to expand view)

TVA Debt with Interest and Obligations
(click on image to expand view)

The Bottom Line is this, TVA debt with interest exceeds assets. Combine all long term obligations, their total commitments are in excess of $61 Billion. Assets are $48.742 billion, while all TVA debt with interest is $49.748 billion, I'll write that out,
$49,748,000,000.00. To place the debt  in a visual context - TVA's weight of its debt is approximately 980,000 pounds. One billion dollars on pallets weighs 10 tons. 49x10=490tons x 2000 pounds per ton=980,000 pounds.

Picture of 1 billion dollars
Each palate is $100 Million Dollars = 1 Ton (photo credit - usagamers.com fair-use rights for non-profit news reporting and commentary)

It would take 25 semi-trucks to carry TVA's debt and interest on its debt.
(photo credit - hybridclaims.com fair-use rights for non-profit news reporting and commentary)
TVA's debt is no small matter, it is growing and does not officially reflect their unfunded pension obligations nor their nuclear and coal facility decommissioning costs. (Estimated at $10 Billion total, add another 5 semis.)

TVA Board of Directors Meeting Highlights, Bowling Green, Kentucky - November 20, 2015

TVA Power Fist - Fair Use for non-profit news reporting.

UPDATE: November 25, 2015 "TVA racks up $6 billion shortfall in its employee pension fund"
From the Chattanooga Times Free Press
"The Tennessee Valley Authority lost $762 million in its pension fund investments in fiscal 2015, leaving the federal agency with a record high $6 billion shortfall in its employee retirement system.
TVA's pension plan, which provides benefits to 23,700 retirees and also includes nearly 10,000 active TVA employees, reported assets of $6.8 billion as of Sept. 30, or only 53 percent of the $12.8 billion that actuaries estimate the plan needs to provide all of the future benefits promised to TVA workers and retirees."  http://www.timesfreepress.com/news/business/aroundregion/story/2015/nov/24/tvpensiplunderfunded-6-billion/337317/

Then, there is the nuclear decommissioning fund, never hear about it as it is underfunded by at least 100%. Only a government corporation would continue to exist with its pack of liars at the helm. TVA's debt continues to rise and as the article explains, its' pension program is underfunded and mismanaged.
The $5 billion plus which the rate payers must pay should go against the TVA's debt, so should its interest payments on the debt. That would place the true debt picture at $60 billion dollars which the rate payers are on the hook to pay.

The TVA - Debt, Reports, Propaganda and Benefits - Could be a Love-Hate Relationship in the Southland - A Report

Old TVA logo, Fair Use Rights for news and criticism

A byline to this could be - Never Allow So Called Conservative Politicians in the TVA Area to Say They Support Conservative Values, Ever Again. Every federal elected legislator and 99% of the elected state legislators in the TVA support the socialist organization we call the TVA.

Every so often, about once a quarter the TVA places forward financial statements and follows up with copious propaganda regarding these statements. There is an effort to report and deceive at the same time. Reporting the condition of OUR TVA is important, being deceptive about it is hiding the truth about its failures facilitates a growing governmental turn to corporate fascism.

My Report
Opening Remarks - TVA Debt - There is no doubt that under TVA's current CEO, Bill Johnson, TVA's debt picture has improved, but is the Federal power agency still in trouble, to my way of thinking yes. Any private corporation would have gone under years ago because of the waste, abuse and down right deceit.

There have been two relevant bits of news about TVA's debt which has surfaced within the past week. Those who follow the TVA's financial actions should see a clear pattern which has developed. Instead of news agencies reporting factual events regarding TVA debt they are falling prey to TVA propaganda, this is bothersome. I think, rather than report the truth, they are afraid of TVA's reaction to them, and possibly large financial institutions actions pointed at a civilian news groups accurate reporting .

>By the numbers - Why these conclusions?

>1. Chattanooga Times Free Press article on June 5, 2015: http://www.timesfreepress.com/news/business/aroundregion/story/2015/jun/05/privatizing-tvwould-raise-ratesstudy-criticiz/308025/   The article summary -
"A new study commissioned by the Economic Policy Institute suggests that selling or privatizing the Tennessee Valley Authority would raise power costs and hurt economic development and research in TVA's seven-state region...The liberal think tank is not often at odds with President Barack Obama and supportive of the positions of conservative Southern Republicans. But on the question of cutting federal ties to America's biggest government utility, researchers for the Economic Policy Institute are in agreement with Tennessee's GOP lawmakers and against an Obama administration plan to phase out the federal role in the New Deal agency created in 1933 by President Franklin Roosevelt..."

  (a) EPI, Dr. Yudken's comments - ""Over its 80-year existence, the TVA has had an excellent track record in almost every area of its operation, and its success has delivered substantial benefits throughout the Tennessee Valley," Dr. Joel Yudken, an economist and principal of High Road Strategies LLC, concluded in a 44-page study of TVA's finances. "The TVA is addressing its serious financial problems and its new leadership is preserving its capabilities as a system that provides wide-ranging benefits to the region and people it serves.""

Big claim, "excellent track record," but is it true? The answer is, in my opinion, NO, Yudken's opinion is fallacy mixed with fact. Reason, TVA's debt with interest and commitments exceeds its assets. But, TVA has improved its slide into the financial abyss by approximately $2 billion dollars concerning its bond debt. But is TVA's financial picture a slight of hand accounting trick perpetuated by this so called "liberal think tank" of financial genius which the Time Free Press mentions? My opinion, YEP.

   (b) Nuclear Power is "Cleaner Energy" (pg11) One other important point, in the EPI Yudken report, nuclear energy is placed into the category of clean energy. Falling in lock step with the NEI, Nuclear Enrgy Institute, special interest position. Nuclear power is not clean in any sense of the the word clean or cleaner. Nuclear power has produced and continues to produce millions upon millions of pounds of deadly radioactive waste with no definitive solutions for its disposal.

   (c) Coal vs Nuclear power is a false mantra facilitated by nuclear special interest groups. The replacement of coal fired generation with nuclear power is not a move into cleaner energy. It increases risks of a disaster on the scale of Fukushima Daiichi or greater.
EPI Report - http://media-cdn.timesfreepress.com//news/documents/2015/06/04/862405499801752.pdf

But that is not all, anyone who ignores the fact that TVA has wasted over $20 billion dollars due to unnecessary nuclear power construction, and intentionally ignores that fact in a report, "ain't right."

>2. On June 2, 2015 TVA distributed an 8K Report concerning a change to one of TVA's $1,000,000,000.00, one billion dollar, loans. That change, linked below, states as follows:

"On June 2, 2015, TVA executed an amendment to its $1,000,000,000 credit agreement dated as of June 25, 2012, and amended as of December 12, 2012, with The Bank of New York Mellon, Bank of America, N.A., Canadian Imperial Bank of Commerce, New York Agency, First Tennessee Bank National Association, Morgan Stanley Bank, N.A., and Toronto Dominion (New York) LLC.
The amendment, among other things,
(1) extended the maturity date of the credit agreement from June 25, 2017, to June 2, 2020,
(2) gave TVA the option to extend the maturity date by one year up to two times, subject to lender approval,
(3) reduced the TVA credit rating threshold that would allow the lenders to stop making credit extensions from lower than A3 or A- to lower than Baa1 or BBB+,
(4) reduced the TVA credit rating threshold that would allow the lenders to terminate their commitments and require the prepayment of loans and other obligations in full and the cash collateralization of all letter of credit obligations from lower than A3 and A- to lower than Baa1 and BBB+, and
(5) reduced the TVA credit rating threshold that would trigger an event of default from lower than Baa2 and BBB to lower than Baa3 and BBB-. A copy of the amendment is filed as Exhibit 10.1." (linked below)

Since when is a billion dollar 3 year credit extension good for rate payers? Is this a sign for things to come, for instance a lowering of the credit rating, again?

>3. When a financial report is issued by the TVA, the TVA immediately follows up with "painting a rosy picture" propaganda article, and the local media complies with the propaganda ministry's request and all fall in lock step with the wonderful flute tunes of the pied piper of propaganda's writings.

Looking at TVA's last 10 K report reveals the seriousness of the problem. Debt + interest exceeds assets.

April 2015 - This is an article I sent around in April, after Bill Johnson's comments:
CEO Bill Johnson attempts to paint a rosy picture. But when the numbers are crunched there is trouble in the TVA. Bragging about being under the debt cap does not restructure the fact TVA's debt and obligations far exceed assets. http://www.timesfreepress.com/news/business/aroundregion/story/2015/apr/23/tva-debt-stays-below-federal-cap/300288/

Crunching the numbers - Here is the real picture based on the data supplied in TVA's 2014 10K Report.

Total Statutory debt - $23.6 billion; 2014 VIE (Sevier Ponzi scheme, gas plant financing) Debt - $1.3 billion.
Total interest on both debt catagories $23.7 billion.
Total bond, VIE debt with interest is $48.6 billion of your dollars.
TVA's total assets as reflected on their financial statement - $45.6 billion dollars.

Debt with interest exceeds assets, for a normal business that spells T-R-O-U-B-L-E, with or without a capital "T."

Ladies and Gentleman, that is not counting Pension obligations, nuclear decommissioning obligations, leases and future fuel purchases, which is another obligation of approximately $20-25 billion.

>4. Why Deceit? TVA is NUCLEAR POWER'S last bastion of support, where future projects may be built. Only a federal agency which is not supported by stock holders may get away with the blatant deceit and irresponsibility demonstrated as a result of nuclear power investments and the massive waste perpetuated by banks, multi-national corporations, bureaucrats and politicians supportive of nuclear power and the multinational nuclear defense industry.

   (a) Building of electric power generation should not result in the building of deceit, ignorance, sickness and death. The replacement of coal fired generation with nuclear power is not acceptable and in no way or form is it clean, cheap or reliable. Only in the TVA area may government and corporations act in unison to literally sicken and kill people without the people revolting against disgusting practices and policies of corporate fascism and its deceitful practices.

  (b) Health -The cancer incidence and death rates are staggering, the nuclear death industry contributes to the declining health of the area (past and present). Regulatory actions do not consider public health, nor the fact that the nuclear industry has and is killing and sickening folks in the TVA region, particularly in East Tennessee. The nuclear industry has dumped hundreds of thousands of pounds of deadly radioactive materials in the past and continues to do so in the present. Public reports on the dumping of highly radioactive nuclear materials are readily available and accessible on the web.

   (c) Defense Mission - nuclear weapons - Nuclear Weaponry in the U.S. is dependent on the TVA, nuclear weapon's support missions include the production of tritium for thermo-nuclear weapons. Tritium is in our water, plants, animals and in us, the people.
A large portion of  East Tennessee is Red and Orange, indicating increased cancer incidence rates over the rest of the nation. Source National Cancer Institute, current statistics reported. http://statecancerprofiles.cancer.gov/map/map.withimage.php?47&001&001&00&0&01&0&1&4&0#results

>5. Very Short Conclusion -  With all of that said, the EPI report makes good points about many positive aspects of TVA's current management and its initial mission to the good people of the Tennessee River Valley. However, the report does not accurately describe or disclose the full picture for decision makers and rate payers.

TVA Board meetings reports, it is important to note, in no case are full financial disclosures given in regards to long term debt interest or a full disclosure of all financial obligations, including pension plan shortfalls and facilities decommissioning costs at TVA Board Meetings. Such is the case within the EPI Report. http://arklite.blogspot.com/search/label/TVA%20Board%20Meeting

TVA Decreases Current Debt but Proposes Future Debt Increase - TVA Board of Director's Report 3rd Qtr. 2014 - Energy Efficiency Slashed in Budget by 25%

Big News: TVA decreases its overall debt by $1.05 billion dollars for FY 2014,  but the board approved a $3 billion increase in Power Bond sales - 2015 budget, $1 billion in nuclear power debt; a rate increase was approved at 1.5% ; energy efficiency budget slashed by 25%.

KEY PRESENTATION POINTS - TVA BOARD APPROVED:
1) a $10.7 billion budget for fiscal 2015; 2)  a rate increase was approved at 1.5%; 3) increase debt by $3 billion-power bond sales; 4) TVA will spend $3.5 billion on new projects in fiscal 2015 -- the highest capital budget in TVA's history. 5) $1 billion approved for 2015 nuclear expansion; 6) TVA's debt increase by $1 billion next year, this will  increase TVA's total debt obligations above $28 billion. TVA has a $30 billion statutory debt limit. 7) TVA will have eliminated 2000 jobs by September of 2014. 8) Reduce energy efficiency measures by 25%. This resulted in a comment from board member Dr. Marilyn Brown, an Energy Efficiency Expert from Georgia Tech. She said: "TVA Energy efficiency provides a significant benefit to TVA and its customers and I believe this cut is a reflection of a false economy, it is penny wise and pound foolish...co-generation and combined heat to power is an untapped asset."

Dr, Marilyn Brown

Although Dr. Brown raised questions, there was no stand for what is right. Justifying bad decisions with a speech does not provide confidence in the TVA Board. It is not Dr. Browns fault, at least she spoke up, all bare responsibility. Folks, slashing that which saves money for rate payers in order to make TVA Executives feel good is ridiculous and a dangerous precedent for those who are suppose to govern the TVA. This confirms the notion of "rubber stamp decision making," all has been discussed and approved before hand.

ENERGY EFFICIENCY GETS THE AX!

Why do leaders on this board, who should know better, vote for that which benefits executives instead of the people whom they serve. Did the CEO or any executive agree to cut their pay and bonuses by 25%???

OLD STORY FOR TVA
TVA rate increases were a primary reason for the closing of the Revere Copper Brass and Aluminum facility in Scottsboro, Alabama and the subsequent Scottsboro Aluminum. TVA refused to negotiate with the company, they closed their doors.

""Charles Chapman, group manager of energy and reliability at the Dalton, Ga. -based Shaw Industries, said TVA rates are higher for Shaw than those of Southern Co. or Duke. Shaw operates about 50 plants nationwide, including more than 30 in the Southeast. Three years ago, Shaw moved a plant three miles to relocate from TVA to Southern's territory to save more than 25 percent on its energy costs. In the past, TVA had more competitive rates, but we've seen a substantial ebb up over the past eight or nine years," Chapman said. "Bill Johnson has done a great job, but we'd like to see more.""  http://www.timesfreepress.com/news/2014/aug/22/tva-cuts-staff-spending-but-boost-rates-15/

TVA PENSION PLAN TROUBLES

The expense of nuclear power has led to massive debt for the TVA. Is TVA on the verge of PENSION DEFAULT? Where is TVA's pension money going??

"TVA continues to withhold pension funding even as it collects funds specifically to cover pension costs from its ratepayers. Based on information I received from TVA through a Freedom of Information Act request, TVA expects to collect $528 million from its ratepayers in the current fiscal year, ending Sept. 30, 2014, to cover pension costs but plans to contribute only ...$250 million to the pension plan. In addition, TVA collected $539 million in the fiscal year ended Sept. 30, 2013, and $530 million the previous fiscal year to cover pension costs, but contributed none of these funds to the employees' pension plan...It is unclear why TVA continues to withhold adequate funding from its employees' pension plan...it would be irresponsible for Congress to allow TVA to proceed unchallenged with its current pension funding policy."

Big news - TVA debt continues to grow, executives give excuses and predict the debt will fall but offer no reasonable, sensible solution for debt reduction. Also, this is an old story that has been told for the past 25 years.

The Tennessee Valley Authority board of directors approved a $10.5 billion fiscal year 2014 budget at its meeting Thursday and a 1.5 percent retail rate increase.

Rate Adjustment
-The TVA board of directors approved a 1.5 percent retail electric rate increase, effective with the FY 2014 budget on Oct. 1, 2013.

-The increase will be about $1.50 a month for the residential customer using 1,000 kilowatt-hours of electricity.

Chattanooga Times Free Press article: "TVA directors today approved a $10.5 billion budget for fiscal 2014 that will raise base rates by 1.5 percent on Oct. 1. The increase will boost the monthly electric bill for a typical residential customer about $1.50."    http://www.timesfreepress.com/news/2013/aug/22/tva-power-demand-falls/   also: http://www.timesfreepress.com/news/2013/aug/23/tva-rates-rise-power-sales-decline/

EXECUTIVE SUMMARY
Link: http://oig.tva.gov/reports/PDF/11rpts/2009-13007-01.pdf

"Tennessee Valley Authority (TVA) faces a challenging financial situation in the near future. The company is making significant investments to improve the condition of existing assets, bring new ones on-line, and comply with environmental regulations. At the same time, TVA is
approaching a statutorily imposed debt ceiling of $30 billion, a major impediment to making
needed investments. TVA currently projects that it will have accumulated approximately $27.4
billion in debt and debt-like instruments in fiscal year (FY) 2012. Furthermore, in light of the nation’s current weak economy and TVA’s increased borrowings being considered part of the
federal deficit, TVA could have difficulties in getting the debt ceiling raised."

The TVA OIG Report gives a historical accounting of TVA debt which I summarize as follows: (A) 1996- $26 billion debt, Executives stated they would reduce the debt by half to $13.2 billion in 10 years, they failed. (B) 2004 and subsequent years up to 2011 there were several attempts to reduce debt, all failed. History listed on page 6 of the OIG report at the above link.

TVA's CFO John Thomas, Aug. 22, 2013, makes more debt predictions.

TVA Board Chairman Bill Sansom

TVA OIG Report as mentioned in the Quarterly Report,  ( Aug. 5. 2013 OIG Report, link: http://oig.tva.gov/reports/audit-inpsections.html  ) no conflicts of interest, concerning Mr. Sansom's Director positions with other private corporations doing business with the TVA.   (Full Report)

Chairman of the TVA and on Bank Corporation Board of Directors (resigned in 2012), page 6 of the OIG Report, TVA paid over $6 million dollars to the Bank in 2010. The OIG reports no conflicts of interest but leaves it up to the public to determine if there was the appearance of a conflict of interest.

Other companies did provide products to the TVA in which the Chairman served on the board. However, it was stated that the chairman was not involved in any of the transactions, which were small in size.

Information gathered and presented at the last TVA Board Meeting, and to the OIG for their disposition of choice, was public information available and accessible on the web about the public and private corporate offices held by Mr. Sansom, including his reportable financial holdings.

Individual employed by TVA is not Mr. Sansom's relative although the the name is the same as his relative.

Chattanooga Times Free Press article: "Charges against TVA chairman dismissed" http://www.timesfreepress.com/news/2013/aug/22/charges-against-tva-chairman-dismissed/?news  There never were any charges as the inquiry was an "administrative inquiry" (OIG report) as a result of publically available information concerning Mr. Sansom.
