JAMES MADISON QUOTE - 1822

TVA Financial Report, Facts, Figures and Visual Aids About TVA Debt, Pension Shortfall and Nuclear Decommissioning Fund - February 3, 2016

TVA N E W S  R E L E A S E

Mild Weather Impacts TVA’s First Quarter Earnings
KNOXVILLE, Tenn. ― The Tennessee Valley Authority reported a net loss of $37 million for the first three months of fiscal year 2016 ending Dec. 31, 2015. Net income was $118 million lower  compared to the same period last year due in part to $131 million lower operating revenues, representing a 5 percent decrease, primarily driven by weather. Temperatures in the Tennessee Valley in December were the mildest in more than 50 years, contributing to 8 percent lower sales of electricity compared to the same period a year ago.

Operating expenses for the first quarter of 2016 increased by less than 1 percent versus the same period in the prior year. Operating costs were helped by $56 million lower fuel and purchased power expense as a result of lower sales, more hydroelectric and natural gas-fired generation, as well as lower natural gas prices. Non-fuel operating and maintenance costs were $52 million higher than in the same period last year, driven primarily by nuclear refueling outages and remediation work at Boone Dam.

“TVA customers continue to benefit from the diversity of our power system, which helped keep costs lower in the first quarter, despite unusual conditions,” said TVA President and CEO Bill Johnson. “Increased output from TVA’s robust hydroelectricsystem and low cost natural gas-fired power  helped offset lower revenues, limiting the impact on TVA’s financial performance. We are also maintaining good discipline in managing our costs, which is particularly important in periods of lower sales and revenues.”

TVA’s mission of environmental stewardship includes management of the Tennessee River system for multiple benefits, including flood control. With recordbreaking rainfall in December 2015, TVA personnel worked to avert millions of dollars of potential flood damage in the Tennessee Valley during the first quarter of 2016, and worked with the U.S. Army Corps of Engineers to reduce impacts on the Ohio and Mississippi Rivers through coordinated use of TVA’s system of dams.
“This past December was both the warmest and also one of the wettest in TVA history,” said Chief Financial Officer John Thomas. “Guntersville Reservoir, for example, had 9 inches of rainfall on Christmas Day alone - something that happens only every 100-200 years.” (My comment - Not true, we have had at least 3 other major flood and storm events in the past 25 years in the Tennessee River Valley. We are also witnessing an increase in tornadic activity. Flooding and severe weather is related to climate change via a warming global climate according to meteorologists.)

“It is in these times that we are reminded of the value of TVA’s stewardship mission and that TVA is more than a power company,” Johnson added. “It was the dedication of TVA’s employees that helped prevent the loss of life and property across the Tennessee Valley.” (My comment: There is no doubt that TVA flood control has saved lives and property.)

FINANCIAL PICTURE

Pension Plan - Quote: "Pension Fund As of September 30, 2015, TVA's qualified pension plan had assets of $6.8 billion compared with liabilities of $12.8 billion. The potential for the plan's funded status to quickly improve is limited because of expected equity performance and the significant amount of benefits paid each year to plan beneficiaries. The plan currently has approximately 35,200 participants, of which approximately 23,700 are retirees and beneficiaries currently receiving benefits. Benefits of approximately $700 million were paid to participants in 2015.

Op-Ed on TVA Debt
Feb. 2, 2016  TVA promises broken by Pam Sohn, Chattanooga Times Free Press
(Fair-Use Rights segment for non-profit news reporting)
TVA President Bill Johnson wants ratepayers to think the Tennessee Valley Authority has a tough choice to make: raise our electricity rates or stiff 23,700 TVA retirees and most of the utility's 10,800 current employees...First, it's important to understand that TVA is playing both ends against the middle of being a public utility as well as a nonprofit business that is ratepayer — not taxpayer — funded...TVA ratepayers are on the hook...Make no mistake: Whatever tag is put on our guarantee that retirees' pensions be met, there currently is a $6 billion funding shortfall, and we will pay one way or another...The unions charge — and rightfully so — that the utility's leaders are punishing workers while getting fat paychecks and retirement benefits themselves. Johnson drew $6.4 million in 2015, including his own multimillion-dollar bonuses for "performance incentives" and uncapped retirement packages. Four other top TVA executives each drew more than $2 million in salary and bonuses.Read the entire article at the Chattanooga Times Free Press link below.

NUCLEAR DECOMMISSIONING COSTS
Looking at TVA's Decommissioning Fund status they do not have a sufficient amount of funds to cover more than one nuclear reactor's decommissioning - reference, March 31, 2015 ML15098A176 http://pbadupws.nrc.gov/docs/ML1509/ML15098A176.pdf Total funds in their decommissioning fund, near $1.516 billion for 6 nuclear reactors.
...
TVA's cost estimates for decommissioning their nuclear facilities are low, listed at $3.5706 billion, those rates are at least 5 years old, maybe older. TVA typically underestimates costs and overestimates needs, an indicator of TVA mismanagement.

Costs of decommissioning in today's dollars, in the TVA area, are estimated at $900 million on the low side to $1.2 billion on the high side. It is estimated $6 billion dollars will be needed to decommission TVA nuclear facilities in todays dollars, $2.5 billion short in todays dollars. Plants such as Diablo Canyon's2 units in California are estimated at cost $2.6 billion - http://www.dra.ca.gov/general.aspx?id=2459 Vermont Yankee is estimated to cost $1.2 billion and take 15 years. - https://www.bostonglobe.com/metro/2015/11/26/the-long-road-decommissioning-nuclear-power-plant/k5VWUQzLKCIz2VuYs8RhoO/story.html

TVA ASSETS
(click on image to expand view)

TVA Debt with Interest and Obligations
(click on image to expand view)

The Bottom Line is this, TVA debt with interest exceeds assets. Combine all long term obligations, their total commitments are in excess of $61 Billion. Assets are $48.742 billion, while all TVA debt with interest is $49.748 billion, I'll write that out,
$49,748,000,000.00. To place the debt  in a visual context - TVA's weight of its debt is approximately 980,000 pounds. One billion dollars on pallets weighs 10 tons. 49x10=490tons x 2000 pounds per ton=980,000 pounds.

Picture of 1 billion dollars
Each palate is $100 Million Dollars = 1 Ton (photo credit - usagamers.com fair-use rights for non-profit news reporting and commentary)

It would take 25 semi-trucks to carry TVA's debt and interest on its debt.
(photo credit - hybridclaims.com fair-use rights for non-profit news reporting and commentary)
TVA's debt is no small matter, it is growing and does not officially reflect their unfunded pension obligations nor their nuclear and coal facility decommissioning costs. (Estimated at $10 Billion total, add another 5 semis.)

The TVA - Debt, Reports, Propaganda and Benefits - Could be a Love-Hate Relationship in the Southland - A Report

Old TVA logo, Fair Use Rights for news and criticism

A byline to this could be - Never Allow So Called Conservative Politicians in the TVA Area to Say They Support Conservative Values, Ever Again. Every federal elected legislator and 99% of the elected state legislators in the TVA support the socialist organization we call the TVA.

Every so often, about once a quarter the TVA places forward financial statements and follows up with copious propaganda regarding these statements. There is an effort to report and deceive at the same time. Reporting the condition of OUR TVA is important, being deceptive about it is hiding the truth about its failures facilitates a growing governmental turn to corporate fascism.

My Report
Opening Remarks - TVA Debt - There is no doubt that under TVA's current CEO, Bill Johnson, TVA's debt picture has improved, but is the Federal power agency still in trouble, to my way of thinking yes. Any private corporation would have gone under years ago because of the waste, abuse and down right deceit.

There have been two relevant bits of news about TVA's debt which has surfaced within the past week. Those who follow the TVA's financial actions should see a clear pattern which has developed. Instead of news agencies reporting factual events regarding TVA debt they are falling prey to TVA propaganda, this is bothersome. I think, rather than report the truth, they are afraid of TVA's reaction to them, and possibly large financial institutions actions pointed at a civilian news groups accurate reporting .

>By the numbers - Why these conclusions?

>1. Chattanooga Times Free Press article on June 5, 2015: http://www.timesfreepress.com/news/business/aroundregion/story/2015/jun/05/privatizing-tvwould-raise-ratesstudy-criticiz/308025/   The article summary -
"A new study commissioned by the Economic Policy Institute suggests that selling or privatizing the Tennessee Valley Authority would raise power costs and hurt economic development and research in TVA's seven-state region...The liberal think tank is not often at odds with President Barack Obama and supportive of the positions of conservative Southern Republicans. But on the question of cutting federal ties to America's biggest government utility, researchers for the Economic Policy Institute are in agreement with Tennessee's GOP lawmakers and against an Obama administration plan to phase out the federal role in the New Deal agency created in 1933 by President Franklin Roosevelt..."

  (a) EPI, Dr. Yudken's comments - ""Over its 80-year existence, the TVA has had an excellent track record in almost every area of its operation, and its success has delivered substantial benefits throughout the Tennessee Valley," Dr. Joel Yudken, an economist and principal of High Road Strategies LLC, concluded in a 44-page study of TVA's finances. "The TVA is addressing its serious financial problems and its new leadership is preserving its capabilities as a system that provides wide-ranging benefits to the region and people it serves.""

Big claim, "excellent track record," but is it true? The answer is, in my opinion, NO, Yudken's opinion is fallacy mixed with fact. Reason, TVA's debt with interest and commitments exceeds its assets. But, TVA has improved its slide into the financial abyss by approximately $2 billion dollars concerning its bond debt. But is TVA's financial picture a slight of hand accounting trick perpetuated by this so called "liberal think tank" of financial genius which the Time Free Press mentions? My opinion, YEP.

   (b) Nuclear Power is "Cleaner Energy" (pg11) One other important point, in the EPI Yudken report, nuclear energy is placed into the category of clean energy. Falling in lock step with the NEI, Nuclear Enrgy Institute, special interest position. Nuclear power is not clean in any sense of the the word clean or cleaner. Nuclear power has produced and continues to produce millions upon millions of pounds of deadly radioactive waste with no definitive solutions for its disposal.

   (c) Coal vs Nuclear power is a false mantra facilitated by nuclear special interest groups. The replacement of coal fired generation with nuclear power is not a move into cleaner energy. It increases risks of a disaster on the scale of Fukushima Daiichi or greater.
EPI Report - http://media-cdn.timesfreepress.com//news/documents/2015/06/04/862405499801752.pdf

But that is not all, anyone who ignores the fact that TVA has wasted over $20 billion dollars due to unnecessary nuclear power construction, and intentionally ignores that fact in a report, "ain't right."

>2. On June 2, 2015 TVA distributed an 8K Report concerning a change to one of TVA's $1,000,000,000.00, one billion dollar, loans. That change, linked below, states as follows:

"On June 2, 2015, TVA executed an amendment to its $1,000,000,000 credit agreement dated as of June 25, 2012, and amended as of December 12, 2012, with The Bank of New York Mellon, Bank of America, N.A., Canadian Imperial Bank of Commerce, New York Agency, First Tennessee Bank National Association, Morgan Stanley Bank, N.A., and Toronto Dominion (New York) LLC.
The amendment, among other things,
(1) extended the maturity date of the credit agreement from June 25, 2017, to June 2, 2020,
(2) gave TVA the option to extend the maturity date by one year up to two times, subject to lender approval,
(3) reduced the TVA credit rating threshold that would allow the lenders to stop making credit extensions from lower than A3 or A- to lower than Baa1 or BBB+,
(4) reduced the TVA credit rating threshold that would allow the lenders to terminate their commitments and require the prepayment of loans and other obligations in full and the cash collateralization of all letter of credit obligations from lower than A3 and A- to lower than Baa1 and BBB+, and
(5) reduced the TVA credit rating threshold that would trigger an event of default from lower than Baa2 and BBB to lower than Baa3 and BBB-. A copy of the amendment is filed as Exhibit 10.1." (linked below)

Since when is a billion dollar 3 year credit extension good for rate payers? Is this a sign for things to come, for instance a lowering of the credit rating, again?

>3. When a financial report is issued by the TVA, the TVA immediately follows up with "painting a rosy picture" propaganda article, and the local media complies with the propaganda ministry's request and all fall in lock step with the wonderful flute tunes of the pied piper of propaganda's writings.

Looking at TVA's last 10 K report reveals the seriousness of the problem. Debt + interest exceeds assets.

April 2015 - This is an article I sent around in April, after Bill Johnson's comments:
CEO Bill Johnson attempts to paint a rosy picture. But when the numbers are crunched there is trouble in the TVA. Bragging about being under the debt cap does not restructure the fact TVA's debt and obligations far exceed assets. http://www.timesfreepress.com/news/business/aroundregion/story/2015/apr/23/tva-debt-stays-below-federal-cap/300288/

Crunching the numbers - Here is the real picture based on the data supplied in TVA's 2014 10K Report.

Total Statutory debt - $23.6 billion; 2014 VIE (Sevier Ponzi scheme, gas plant financing) Debt - $1.3 billion.
Total interest on both debt catagories $23.7 billion.
Total bond, VIE debt with interest is $48.6 billion of your dollars.
TVA's total assets as reflected on their financial statement - $45.6 billion dollars.

Debt with interest exceeds assets, for a normal business that spells T-R-O-U-B-L-E, with or without a capital "T."

Ladies and Gentleman, that is not counting Pension obligations, nuclear decommissioning obligations, leases and future fuel purchases, which is another obligation of approximately $20-25 billion.

Link to TVA Financials, 10K etc - (pg 61, 82 and others) http://www.snl.com/IRWebLinkX/FinancialDocs.aspx?iid=4063363

>4. Why Deceit? TVA is NUCLEAR POWER'S last bastion of support, where future projects may be built. Only a federal agency which is not supported by stock holders may get away with the blatant deceit and irresponsibility demonstrated as a result of nuclear power investments and the massive waste perpetuated by banks, multi-national corporations, bureaucrats and politicians supportive of nuclear power and the multinational nuclear defense industry.

   (a) Building of electric power generation should not result in the building of deceit, ignorance, sickness and death. The replacement of coal fired generation with nuclear power is not acceptable and in no way or form is it clean, cheap or reliable. Only in the TVA area may government and corporations act in unison to literally sicken and kill people without the people revolting against disgusting practices and policies of corporate fascism and its deceitful practices.

  (b) Health -The cancer incidence and death rates are staggering, the nuclear death industry contributes to the declining health of the area (past and present). Regulatory actions do not consider public health, nor the fact that the nuclear industry has and is killing and sickening folks in the TVA region, particularly in East Tennessee. The nuclear industry has dumped hundreds of thousands of pounds of deadly radioactive materials in the past and continues to do so in the present. Public reports on the dumping of highly radioactive nuclear materials are readily available and accessible on the web.

   (c) Defense Mission - nuclear weapons - Nuclear Weaponry in the U.S. is dependent on the TVA, nuclear weapon's support missions include the production of tritium for thermo-nuclear weapons. Tritium is in our water, plants, animals and in us, the people.
A large portion of  East Tennessee is Red and Orange, indicating increased cancer incidence rates over the rest of the nation. Source National Cancer Institute, current statistics reported. http://statecancerprofiles.cancer.gov/map/map.withimage.php?47&001&001&00&0&01&0&1&4&0#results

>5. Very Short Conclusion -  With all of that said, the EPI report makes good points about many positive aspects of TVA's current management and its initial mission to the good people of the Tennessee River Valley. However, the report does not accurately describe or disclose the full picture for decision makers and rate payers.

TVA Board meetings reports, it is important to note, in no case are full financial disclosures given in regards to long term debt interest or a full disclosure of all financial obligations, including pension plan shortfalls and facilities decommissioning costs at TVA Board Meetings. Such is the case within the EPI Report. http://arklite.blogspot.com/search/label/TVA%20Board%20Meeting

Whistle Blower Actions Correct TVA Flooding Issues at Watts Bar and Sequoyah - NRC Regulatory Performance Inspection Reports and Citizen Comments

How resilient are TVA nuclear plants? Are they susceptible to flooding which would cause a non-design basis disaster such as occurred at the Fukushima Daiichi nuclear facility in Japan?
This is what the recent inspections were about.  Flooding is an issue, according to the TVA and the NRC inspectors, deficiencies have been corrected.
During the Watts Bar meeting the NRC was asked about the reason we are having this issue about flooding. They were reminded that the reason the flooding issue is an issue is because an NRC whistleblower came forward. NRC Region 2 Officials deny that ever happened and stated it was their senior resident inspector at Watts Bar who brought the issue forward.

BACKGROUND ON THE ISSUE
October 2012 - "NRC Whistleblowers: Risk of Nuclear Melt-Down In U.S. Is Even HIGHER Than It Was at Fukushima...Massive Cover-Up of Risks from Flooding to Numerous U.S. Nuclear Facilities...Numerous American nuclear reactors are built within flood zones" http://www.washingtonsblog.com/2012/10/nrc-whistleblowers-higher-risk-of-nuclear-melt-down-in-u-s-than-fukushima.html

REACTOR MELTDOWN IS ABSOLUTE CERTAINTY
An engineer with the Nuclear Regulatory Commission (NRC) … Richard Perkins, an NRC reliability and risk engineer, was the lead author on a July 2011 NRC report detailing flood preparedness. He said the NRC blocked information from the public regarding the potential for upstream dam failures to damage nuclear sites...Perkins, in a letter submitted Friday with the NRC Office of Inspector General, said that the NRC “intentionally mischaracterized relevant and noteworthy safety information as sensitive, security information in an effort to conceal the information from the public.” The Huffington Post first obtained the letter.

Huntsville Times, al.com - "A tornado or a ravaging flood could just as easily be like the tsunami that unleashed the final blow at Fukushima." http://blog.al.com/times-views/2011/03/editorial_mother_nature_not_ea.html

As a result of the NRC Engineer's disclosure improvements are made. What is wrong with a regulatory system where it takes brave individuals who must file complaints about their bosses supporting the nuclear industry instead of protecting the public's health and welfare?

ISSUES CORRECTED SAYS NRC -
"Regulators remove negative findings against TVA nuclear plants...TVA's nuclear power program, rated among the country's worst two years ago after regulators discovered safety problems at all three of the utility's plants, is on the mend. The U.S. Nuclear Regulatory Commission is lifting negative findings against each of TVA's operating nuclear plants this month after inspections late last year showed TVA has resolved questions over potential flood risks to the riverfront power plants."

WIDOWS CREEK - Public Hearing-TVA Requests Closure of County Road 96-VIDEO-No Comprehensive Plan on TVA's Proposed Action

WIDOWS CREEK VIDEO - CR 96
The TVA has submitted a request to the Jackson County Commission to vacate a section of Jackson County Rd. 96 from the bridge over Widows Creek to 1/4 mile south west of Al. Hwy 277 intersection. TVA has purchased property north of CR 96; thus, TVA owns the property on both sides of CR96. There will be a public hearing at the Jackson County Courthouse in Scottsboro, Al. on Tuesday Dec. 10, 2013 at 5PM, courtroom 1.

What will become of the water lines? Will the bridge support up to 15,000 heavy trucks continuously?  Is TVA going to destroy the landscape to bury coal ash? What exactly is TVA's plan in this major action which they have not fully disclosed?

"There is no safe dose of radiation." Dr. Ian Fairlie
During 'normal' operations, nuclear power plants release radioactive poisons into our air and water – poisons that are known to cause genetic mutations, birth defects and cancer, especially in children. This is not medical-grade radiation, but some of the most toxic poisons known to man, poisons that build up in our gene pool and our food chain.

TVA BOARD MEETING HIGHLIGHTS

Clean nuclear power ? A total of 94,777 unique individual nuclear workers sick, dead or dying are represented by the 160,322 nuclear worker cases reported since the 2001 Energy Employees Occupational Illness Program Act for nuclear workers. The site link listed below is updated weekly. Prior to the 2001 passage date nuclear worker sickness, death and suffering of employees and familes was kept secret. The current statistics do not include all of the nuclear fuel sites nor reactor sites in the United States where employee contamination has sickened and killed workers. The Energy Employees Occupational Illness Program was codified in 2001 http://www.dol.gov/owcp/energy/regs/compliance/weeklystats.htm
Contamination events at nuclear sites are not followed up on by the NRC and published for public review as to outcomes of contaminated patients. .

Widows Creek coal ash and gypsum pond spill, January 9, 2009 at the TVA's Widow Creek coal fired plant. TVA officials denied the existence of the coal ash existed downstream. TVA officials attempted to downplay the extent of the spill. Going so far to report to the Tennessean Newspaper in Nashville, Tn., "the photo's which Morgan has presented are not coal ash from Widows Creek or Kingston, we do not know what it is as most of what was released was water." The TVA not only knew the spill was coal ash but has intentionally misled the public as to the extent of the danger as a result of the spill.
.
A report released this month from the Institute of Southern Studies reveals shocking news that hexavalent chromium was released and present at 73 times the EPA safe level. ISS - Hexavalent chromium pollution linked to coal ash disposal

"The very highest level of hexavalent chromium -- 7,370 parts per billion -- leached from the coal ash produced at TVA's Widows Creek facility, where a 2009 spill released some 10,000 gallons of coal ash waste into the Tennessee River. That level is more than 73 times the federal drinking water standard of 100 ppb for total chromium." (ISS Report Feb 3, 2011)

TVA Problems at Watts Bar, Fired Project Manager, Large Sums of Money Sent to Iran

TVA, Tennessee Valley Authority, construction photo on the Watts Bar Unit 2. (TVA Contractor Photo)
TVA Photo of Watts Bar Nuclear Plant
.
Masoud Bajestani, former Vice President of Nuclear Construction at Watts Bar, TVA bestows the title of Vice President to many senior TVA project managers, has apparently been terminated from his job. The TVA at this point is being very hush, hush about the reasoning's for the termination. Press reports are circulating that Bajestani withdrew $1.5 million from a TVA deferred compensation account and sent much of the money to Iran. In a Chattanooga.com report filed on February the 1st Bajestani is quoted, "...I had this opportunity that I discussed with (wife) to invest some money outside the U.S. and specifically buy some property back in Tehran, Iran. So I decided to withdraw that money and invest it outside the U.S." http://chattanoogan.com/articles/article_193558.asp
.
Chattanooga Times Free Press Dave Flessner reports, "TVA Communications Vice President David Mould said Bajestani's departure "was not related to his work on the Watts Bar project." But he declined to discuss why Bajestani was dismissed." http://www.timesfreepress.com/news/2011/jan/30/tva-fires-watts-bar-project-manager/
.
In true TVA style conflicting press releases were provided by the TVA as indicated in this AP News release posted in Scottsboro's Daily Sentinel. http://thedailysentinel.com/news/region/article_ccc5d6c8-2e5e-11e0-aa55-001cc4c002e0.html The article in part states, "TVA spokesman Scott Brooks said Tuesday that Bajestani's departure was not related to a Thursday letter from the Nuclear Regulatory Commission, first reported by WTVC-TV in Chattanooga, that cites TVA "errors and omissions" in a Watts Bar project fire protection report and excessive delays in providing information."
.
.
Others are asking questions and display great concern, as they should. Earnest Norworthy asks the question. "Has TVA reported this matter to the NRC, SEC, Homeland Security and the FBI for possible further investigation?" A very valid question, there is concern at the NRC concerning shoddy management at the Watts Bar nuclear facility. http://norsworthyopinion.com/TVAs_latest_nuclear_disaster.aspx

Serious issues as to "timeliness and quality" of the required documentation submitted to the NRC for the appropriate licensing. A sloppy TVA Nuclear Division, is not an acceptable trait for managers in assuring the safety of citizens in the TVA operating area.

TVA SALE?? A way to fund green energy projects? What is "clean and green?"

Some of us are acutely aware the definition of "clean and green" has a variety of meanings to corporate executives and politicians. "Clean or green" may include energy sources which are not sustainable nor clean energy sources, such as expensive nuclear power.

Tennessee Valley Authority, TVA, Bellefonte Nuclear Plant. No power has been generated from the nuclear plant, construction began in the mid 1970's, construction ended in the late 1980's. The nuclear plant construction license was cancelled in 2006 by the TVA, the two near complete nuclear reactors were cannibalized of their steam generators and other equipment in the same year. The equipment was sold for a reported $49 million.
.
Recently the Nuclear Regulatory Commission, NRC, re-instituted the previously cancelled construction license for Bellefonte without 1, one, vote of approval from the Nuclear Regulatory Commission. The vote of the commission was one vote disapproved, 3 votes jointly approved-disapproved. The Chairperson of the NRC, Mr. Jackzo, along with the Senior Staff of the NRC, disagreed with the reinstatement of the construction license calling the decision to reinstate the construction license "unprecedented."
.
The violation of atomic safety protocol in licensing of nuclear reactors casts a shadow of doubt over the RELIABILITY of nuclear licensing and the NRC. A case is pending in the Washington D.C. Federal Court concerning this issue.
.
Recently a complaint has been filed with the TVA concerning construction of major plant components without the approval of construction of the plant from the TVA Board. A contract was awarded to Babcock & Wilcox Nuclear Energy, Inc. of Canada to manufacture two steam generators. The reported costs are said to be $300,000. The letting of the contract to construct steam generators for the plant appears to have violated several Federal Laws. This gross waste and abuse will cost the ratepayers in excess of $250,000,000. TVA sale urged to fund green energy projects - timesfreepress.com Chattanooga Times Free Press: "As chairman of the Federal Communications Commission in the 1990s, Reed Hundt pioneered the auctions of the nation's airwaves that ultimately generated more than $40 billion for the federal Treasury and allowed the cell phone industry to flourish."
.
"In his current role as head of the Coalition for Green Energy, Hundt is pushing a similar idea he claims could help to both create green jobs and a cleaner environment without costly government subsidies."
.
"Hundt, who heads the Coalition for Green Energy, said Thursday the time has come for the federal government to sell the Tennessee Valley Authority [TVA] and use the proceeds to create a private, nonprofit Energy Independence Trust to lend money for energy efficiency and renewable energy projects." (The problem, what is "clean and green energy" for some is not clean, green nor sustainable energy solutions for others, example-nuclear power.)
*
The Knoxville Metro Pulse reports on this issue in an article titled, "TVA for Sale:" "From the standpoint of news-cycle timing, the Washington, D.C.-based Coalition for Green Capital nailed it. General Motors’ new stock offering on Wall Street was fresh in its media frame, a rousing success story about how the federal government can actually get back much of the taxpayer money it had invested in a massive (socialist, as conservatives are fond of saying) economic rescue project. Just two days later, the Coalition managed to land a story in some major Tennessee newspapers that basically asked, “Why not try the same thing with that massive (socialist) economic rescue project known as the Tennessee Valley Authority [TVA]?”...On its face, the auction question might seem to have been brewed up by a Tea Party anti-“big government” committee in a back room at Fox News. In fact, the new wave of congressional “No-We-Can’t”-ers, who will soon take hold of the Republic’s purse strings, typically hold in high suspicion, if not outright contempt, the agenda of the group now posing the TVA question. The Coalition for Green Capital represents an assemblage of entrepreneurs, investors, attorneys, financial experts, and policy wonks from the energy efficiency, wind, and solar energy industries. They take credit for doing the legwork that almost carried off the passage of the American Clean Energy Leadership Act, variously referred to as the climate-change bill, the green-jobs bill, or the carbon cap-and-trade bill. Its detractors variously referred to it as the global-warming-myth bill, or, of course, the one-world-socialist-communist-nazi-government bill."
*
Department of Energy (DOE) has allocated the following amounts for specific nuclear projects. (If you will note, Bellefonte is not on this list.) The order of the DOE list is:
Vogtle, Calvert Cliffs (They are going to give a conditional guarantee to the French government, AREVA, for the operation of Calvert Cliffs.), South Texas, VC Summer, Comanche Peak.
.
DOE has $10.2 billion in unallocated authority, $7.5 billion will go to Calvert Cliffs, South Texas and VC Summer are next in line. {Provided by Michael Marionette. Executive Director, Nuclear Information and Resource Service, NIRS. http://www.nirs.org/ )
.
Historically, there have been other moves to sell the TVA. This time around the movement to sell the TVA could be successful with Mr. Hundt on board. TVA can not afford to proceed with nuclear expansion due to its debt. DOE is reluctant to authorize money for the TVA's further expansion into nuclear power due to TVA debt and mismanagement. A $26 billion debt, a culture of management deceit and a crystal palace bureaucracy has rendered the once great American Project to end the Great Depression and provide electrification and industry in the southeast U.S. is now a liability in the form of a non-accountable government corporation.
*
It is revealing to note the support the TVA has from southern Republicans. The reasons for this support are related to the corporate contractors of the TVA funneling money thru PACs and corporate contributions to the reelection campaigns of the southern Representatives and Senators. The southern Republicans demonstrate their love of socialism, as long as the deceitful, bureaucratic system of the non-accountable TVA supports their reelection.
.
Unfortunately, the relationship with the TVA for county and municipal governments have become that of a suckling animal depending on TVA in lieu of tax money, which is at a lower tax rate than privately owned public utilities. Many local utilities within the TVA service areas are part of the TVA system, they are called TVA Power Providers Association, TVAPPA. The TVA hides part of their debt within the TVAPPA.
.
Ultra-Conservative Republicans which support socialistic corporations such as the TVA are a short step away from fascism.
*
If only the TVA would be forthcoming in their disclosures and not foster a system of management deceit with the support of southern U.S. Representatives and Senators in the TVA district. This writer does not believe the TVA, with its current executives, will foster openness and honesty in its management of the TVA. This culture of current management deceit is very disturbing considering risk disclosures and the deceit pandered on local communities in relationship to nuclear power plants. This deceit and the resulting debt may result in ending the TVA.
*
More than 15 years ago this GAO Report reveals the mismanagement of the TVA. www.gao.gov/archive/1995/ai95134.pdf Little has changed, the debt is the same, rates have increased, executive management has came and gone, unfortunately a lack of oversight by Congress has resulted in management abuse by the TVA Executives with the blessings of the TVA Board.
.
Within the above GAO report a warning was provided on page 47, "The outcome of TVA’s nuclear program could limit capital funds available for needed improvements to its coal and hydroelectric plants." Then there was neglect, now there is negligent inaction resulting in catastrophe. The Kingston disaster and to a lesser extent the Widows Creek fly ash spill are both a result of management failures concerning plant and facility upkeep. TVA employees have related TVA's dam fleet is in serious need of improvement in both facility upkeep and power generation improvements. These failures rest solely on executive management. Yet the "out of touch" TVA Board provides its Chief Executive Officer, CEO, with a healthy financial increase to a $3.6 million compensation package.
.
Congress has failed miserably in offering constructive oversight of the TVA. In a private or publicly traded business setting, the actions of the TVA board along with its CEO would be a historical footnote long ago.

TVA Green Power Switch--TVA Inspector General Investigation

Dear TVA Green Power Switch Purchasers,

Purchasers of TVA Green Power Switch Power, do you think the extra money you pay goes to purchase so called "Green Power" to your residence? If you think that think again, it does not. Your money goes into, as the IG states, the general mix. Audit findings concerning TVA's "Green Power Switch Program. "Green power purchased or procured by TVA under the Green Power Switch® program is added to the power mix and does not flow directly to consumers who sign up for the program."

The TVA IG goes on to say that folks have been explained this fact many times in several publications. Personally, I have not specifically looked and searched for the "small print" in the Green Power Switch Program. However, nothing I have heard, seen or read CLEARLY states the following explanation: "Our review demonstrates that this fact [purchases are added to the general power mix and does not flow directly to the consumers] is adequately disclosed in the marketing materials we reviewed and was generally understood by the 17 Green Power Switch® participants we surveyed."

Further findings:
>"Three items contained language explaining that renewable energy produced is added to the power mix and is not directly routed to the program participant. >Six items contained a statement that renewable energy produced is added to the power mix. >Forty-one items contained no language explaining that renewable energy produced is added to the power mix or not directly routed to the program participants. >While not all advertising materials directly stated that green power is part of TVA's power mix, they all did direct consumers to learn more about the program from TVA's Green Power Switch® Web site. The Web site states that green power is added to TVA's power mix. In addition, some marketing materials refer consumers to their distributor for additional information.

If you pay for TVA Green Power you are paying for something you do not receive. You receive power just like any other person receives power who pays no extra money. There is no "Green Power" going to any one residence or business. The reason the TVA audit took place by the TVA-OIG was due to complaints. There have also been complaints to the SEC and the FBI accusing fraud on the part of the TVA in their Green Power Switch program.

Think about it, what is "green" for some is not green for others. The money you pay goes for the TVA's purchase of nuclear power! Quote from the report, "by choosing to pay a little more for Green Power Switch, you help advance the technology and increase the amount of electricity generated from cleaner sources."

Remember friends and neighbors, the TVA considers "radioactive nuclear power as CLEAN energy, it is not clean. I have heard many statements from TVA Executives at the TVA quarterly meetings, "nuclear power is clean energy." The nuclear fuels process has been deadly, killing and sickening thousands involved in Uranium fuels enrichment process. ( Source: Energy Employees Occupational Illness Compensation Program Act http://www.hss.energy.gov/healthsafety/fwsp/advocacy/ Poisoned Nuclear workers http://www.wildclearing.com/ice-ages/the-exposed.html )

Better Business Bureau Reports nuclear energy is not clean energy. "The “clean air myth” of nuclear power was demolished on May 13, 1999, when the Nuclear Energy Institute’s advertising campaign was deemed “misleading” by the Better Business Bureau. The commercial in question featured a cute owl singing the praises of nuclear power and thanking the NEI for clean air." http://www.pennlive.com/editorials/index.ssf/2010/09/nuclear_power_is_not_the_green.html

The Continuing Saga of Bellefonte (Deja Vu?)

"The Crippler." Want somebody to blame for a "crippled TVA," here is his picture, "the crippler" himself, U.S. Senator Dick Shelby. (see story link at page bottom)
It certainly appears our Daily Sentinel has the inside track on Bellefonte, or do they? This morning's lead story should be a concern to the area's citizens. Read carefully, as you will notice the TVA will not make a final decision on Bellefonte Friday. They will however continue to spend rate payer money on a plant which no one knows if it will be completed. http://www.thedailysentinel.com/story.lasso?ewcd=5f0df2818269344f *
According to the Daily Sentinel article, a contingent of local officials will make presentations at Knoxville this Friday. *
Our electric rates continue to rise and rise, according to the TVA due to increasing fuel rates. The affects on business and industry are far more important than home owner electric rates. Sustainable energy solutions are less expensive than the growing costs of radioactive atomic power. *
A quarter of a billion dollars will be decided on Friday for improving existing controls and structure according to Terry Johnson, the TVA public relations person feeding the story to the Sentinel. The TVA is not telling the public the full story concerning Bellefonte. *
TVA now states, as indicated in the article, they will wait on its Integrated Resource Plan (IRP) which is due in the spring of 2011 before a final decision. http://www.tva.gov/environment/reports/irp/index.htm
*
The bottom line is this, the TVA is spending hundreds of millions of dollars on Bellefonte without a final approval of construction of the nuclear facility. This is the epitome of government waste and it is madness!
*
We wonder why the TVA is near its mandated $30 billion dollar Congressional Cap! We wonder why our nations debt is extreme! This is the reason, government bureaucrats who continuously mismanage programs in support of themselves and politicians who receive millions in election funding from government contractor PACs who are concerned about one thing, the amount of money they may fleece from you the taxpayer. Wake up to reality fellow taxpayers.

Silence From TVA Over Coal Waste Sludge Water, Remebering a Disaster, A CHRONICLE OF DECEIT

Fair Use Rights not for profit usage - Knoxville News photo

Kingston, Tn. to Perry Co. Alabama- http://license.icopyright.net/user/viewFreeUse.a

ct?fuid=NzU2MTEyMw
TVA and their contractors hide the truth concerning toxic sludge and contaminated water from the sludge. The TVA uses a multitude of excuses for not disclosing information.
*
Why is ADEM, Alabama Department of Environmental Management, and the EPA, Environmental Protection Agency, not demanding answers? They are the regulators, why are they not doing their job.
*
The TVA has refused to disclose costs of building nuclear reactors, citing in their Freedom of Information Act reply a commercial exemption. They now refuse to answer important questions about where the contaminated water in the poisonous coal ash sludge is going.
*
*
*
In this January 9, 2009 expose citizens are ticketed by the TVA for taking samples of water and surveying the damage. http://www.treehugger.com/files/2009/01/aftermath-tva-coal-ash-spill-get-ticket-for-water-samples-video.php An expose concerning the deceit of the TVA.
*
The TVA is one of the most non-accountable, corrupt organizations of the United States Government. Congress refuses to offer any meaningful oversight mainly due to the hundreds of millions of dollars being funneled into PACs, politicians campaign funds etc., by TVA contractors and the nuclear industry. The TVA is contrary to any notion of the Republic as a governmental form, they represent a non-accountable socialist governmental corporate structure within the United States Government complete with their own police force.
*
Why would any reasonable person trust the TVA to operate dangerous radioactive power plants after the deceit they have pandered on the public? The TVA is not an open government agency, the TVA makes a mockery out of Open Government.

TVA Nuclear, Bellefonte Decision Delayed

(TVA photo-artist conception of 4 nuclear reactors at Bellefonte.)

Above photo, TVA's "Bellefonte Dream" 4 radioactive nuclear reactors, insuring Bellefonte is a radioactive waste dump for over a thousand years. Wonderful legacy for future generations. The 2 Babcock & Wilcox reactors in foreground, were approximately 90% and 68% complete until the plants were gutted and stripped after TVA requested cancellation of the construction license. Construction license cancellation was approved and later reinstated by the NRC. Not one (1), no vote of approval was acquired for the reinstatement of the construction license; there was 1 vote disapproved and 3 votes jointly approved-disapproved, yet the construction permit was granted.
*
After gutting of the 2 nuclear reactor plants it has been reported the facility is now 50% complete. However, TVA press releases have stated the plants are anywhere from 60% to 90% complete. Misinformation is par for the course for the TVA. The 2 Westinghouse AP 1000 nuclear radioactive producing plants, right side of the above conception photo, are located precariously close to a massive sink hole which is seen in the wooded area above the 2 plants, right side of the photo.

(BEST-photo, "Stop Bellefonte.")
The TVA announced Tuesday that the decision concerning Bellefonte would not be made until later this year. The TVA has stated there are 3 choices for the Bellefonte site. 1) Finish one Babcock & Wilcox (B&W) reactor. The B&W reactors are approximately 50% complete, stripping the plant of usable parts occured after the construction license was cancelled, estimated cost between $3-4 billion dollars; 2) build 2 AP 1000 reactors, approximate cost, $16-18 billion dollars; 3) do nothing.
*
*
The TVA has completely ignored the most efficient and cost effective choices for Bellefonte and the TVA, a 3 part 4th choice: 1) Energy Efficiency & energy conservation, very low cost, 2) new generation solar plant, $200 million, 3) 880 mega watt Natural Gas Combined Cycle, $890 million, gas line from Marion Co Tennessee $150 million. A combined cycle natural gas plant could use part of the existing equipment at Bellefonte; total cost estimate of $1.24 billion, generating over 900 mega watts of power. The B&W reactor would generate 1000 mega watts of power at 3 times the cost.
*
The TVA had tentatively scheduled the decision for completion of Bellefonte during the April 16, 2010 Board of Directors meeting at Knoxville, Tn. Current reports indicate the decision concerning Bellefonte will come later in the year.

(TVA photo, Bellefonte Units 1 & 2.)
Photo above, the current Bellefonte site. Bellefonte is located over porous limestone rock known as Karst Terrain. There are sinkholes, caves and springs which are found in this area. The ridge shown in the picture, behind the nuclear reactors, is known as River Ridge, an ancient minor earthquake fault line. Approximately 1 mile west of the plant is the Sequatchie Fault, a fault line where earthquakes occur more frequently. http://www.claimsjournal.com/news/southeast/2009/07/28/102554.htm
