Scottsboro City Council Work Session. Employee Awards, Public Hearing, Alcohol Beverage License, Citizen Objection, 21 minutes 22 seconds, to the City of Scottsboro buying, selling, profiting, or loss utilizing Tax Payer Funds for the sale of beer at BBQ Cookoff - Not the roll of city government or city employees being utilized to sell beer or any other alcoholic beverage. The question arises, does this sale of alcohol violate Scottsboro's Municipal Code?

Note - The City Attorney mentions that alcohol has been sold at the Goose Pond Colony (GPC) Complex, and that is true. Jackson County Commission Regular Session, Part 1 of 2. Part 1 being a Public Hearing on returning to the County Road Inventory from the TVA part of County Road 96, adjacent to the former Widows Creek Steam Plant. There were no comments regarding the Public Hearing from the Public or the Commissioners. There were two items related to drainage issues where citizens spoke. The first was Mr. Matthews from Section, Al. regarding drainage and flooding in Section. The second issue was in regards to flooding on CR 531 and CR 737. Discussion ensued, at times heated, between the Wasylow family and a Mr. Campbell, both residents and neighbors in the area.

Last night a public hearing was held regarding the Veterans Field Ball Park Renovation Project. The project was originally slated for  $1.1 million dollars. The original plans and communications were and are lacking. The results, an announced $600,000 cost overrun, the Citizens of Scottsboro cannot afford such a cost overrun. It has also been announced the Rec-Com swimming pool renovation will be another $1 million dollar cost over-run taking that project to $2,000,000. That was originally a million dollar project.

Mayor for the Rescue Squads participation in a January 16, 2016 resue from the Tumbling Rock Cave near Hollywood, Alabama. Several local Rescue Squads and Cave Rescue Units participated in this rescue - Huntsville, Alabama Cave Rescue Unit and the Hamilton county, Tn, Rescue Squad, Cave Rescue Unit participated and safely extracted an injuried explorer from the cave. City Attorney Job Description, Appointments and Vacancies. The City Attorney was asked after the meeting if this was a Full Time or Part Time Job Description - His reply was "Part Time."I asked if he had a contract for his services with the city, he stated, "Verbal contract, no written contract." Is the City Attorney the only part time employee which has full city benefits such as medical insurance? This could be part of a compensation package but there is no written contract, which seems very unusual, particularly since this is a deviation from the current personnel policy of Scottsboro regarding benefits for full time vs part time employees. This also brings up questions regarding the employment of the law firm of Lanier and Ford, particularly the services of Mr. Woody Sanderson. Is there a contract; is Sanderson also a part time employee?

For a small city of 15,000 how many attorneys do we need. But, then again, after looking at the problems revealed -

The Sequoyah Nuclear Plant is a nuclear power plant located on 525 acres (212 ha) located 7 miles (11 km) east of Soddy-Daisy, Tennessee, and 20 miles (32 km) north of Chattanooga, abutting Chickamauga Lake, on the Tennessee River. The facility is owned and operated by the Tennessee Valley Authority (TVA).

The plant has two Westinghouse pressurized water reactors. Sequoyah units 1 & 2, as well as their sister plant at Watts Bar, both have ice condenser containment systems. In case of a large loss-of-coolant accident, steam generated by the leak is directed toward borated ice which helps condense the steam creating a lower pressure, allowing for a smaller containment building.

The operating license of Sequoyah's Unit 1 expires in 2020. Unit 2's operating license expires in 2021.^[2]

TVA's Sequoyah operating license was modified in September 2002 to allow TVA to irradiate tritium-producing burnable absorber rods at Sequoyah for the U.S. Department of Energy. The process of irradiating tritium-producing rods produces tritium, which is used in nuclear weapons and for various forms of research into nuclear fusion for commercial power production. NRC information on the License Extension - http://www.nrc.gov/reactors/operating/licensing/renewal/applications/sequoyah.html  It is remarkable that there is no date on the cover or other substantial documents listed on the NRC site references listed on the link referenced.

The Sequoyah plant has two pressurized water reactors. The current operating licenses are due to expire Sept. 17, 2020, for Unit 1 and Sept. 15, 2021, for Unit 2. The operator, Tennessee Valley Authority, submitted its renewal application Jan. 15, 2013.  

The NRC’s review of the application consists of a technical safety review and an environmental review. The draft supplemental environmental impact statement is Supplement 53 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants. It is now available on the NRC’s electronic document database, ADAMS http://www.nrc.gov/reading-rm/ adams.html. under accession number ML14211A454.

In a related Federal Register notice, the NRC provided detailed instructions on how to submit written comments on the draft supplemental environmental impact statement. Monday, December 30, 2013 was a Regular Session of the Jackson County Commission.

There were several important issues discussed, see agenda below. Local bank loans were discussed to fund the "ATRIP" transportation projects, cost share projects. Jackson County will need to fund $2.25 million in transportation construction costs. County Park Sewer Project will cost $251K.

Public Hearings: County Road 96 issue, TVA has requested part of CR96 to be vacated. A Public Hearing will be held on January 27, 2014 at the North Jackson High School Lunch Room at 5PM.

The Vicious Animal Control Ordinance Public Hearing will be held at the Jackson County Courthouse on February 24, 2014 at 5PM

The Jackson County Commission held its Regular Session and Public Hearing in Court Room 3. The video presentation because of length will be in 4 parts. A concerned citizen who lives in the area near TVA's Widows Creek says he will be adversely affected by the closure of CR 96. His concerns were expressed to the County Commission and the TVA, quote: "The TVA has not been a good neighbor."

During the Public Hearing TVA was asked if the TVA's  coal ash and gypsum waste disposal remediation plan was available from TVA; TVA's comment was the plan is available. However, after the public hearing I asked where I could find TVA's plan. It was revealed that there is no single plan, but there are several documents. The plan for the coal ash/gypsum waste remediation has not been approved by ADEM, Alabama Department of Environmental Management. As of this writing, there are no approved  plan describing TVA's coal ash and gypsum waste remediation program concerning the Widows Creek Coal Fired Facility; nor a single source document describing TVA's specific /summary with an estimated time line and costs concerning the Widows Creek closure and coal ash/gypsum remediation plans. How much will it cost to maintain a one unit operating plant? The TVA should wait until ADEM has approved their plan before requesting the vacation (closing) of CR 96. The TVA revealed they will not be utilizing the bridge across the North portion of Widows Creek on CR 96, they will be building a new road to carry the heavy truck traffic across 600 acres of property TVA purchased north of CR 96. The question must be asked, why is TVA wanting to close CR 96 since they are going to build a new road to handle the truck traffic from the hauling area on the property recently purchased?

 

John Kammeyer, TVA Vice President of Civil Construction, stated to me there is no date to close the Widows Creek Coal fired facility as the TVA Board has not approved the closure of Unit 7 at Widows Creek. Unit 8 will close sometime in 2014; Units 1-6 are already closed. Widows Creek is the 2nd oldest coal fired plant in the TVA system and has received several pollution fines from the EPA, Environmental Protection Agency.

The TVA has submitted a request to the Jackson County Commission to vacate a section of Jackson County Rd. 96 from the bridge over Widows Creek to 1/4 mile south west of Al. Hwy 277 intersection. TVA has purchased property north of CR 96; thus, TVA owns the property on both sides of CR96. There will be a public hearing at the Jackson County Courthouse in Scottsboro, Al. on Tuesday Dec. 10, 2013 at 5PM, courtroom 1.

 

What will become of the water lines? Will the bridge support up to 15,000 heavy trucks continuously?  Is TVA going to destroy the landscape to bury coal ash? What exactly is TVA's plan in this major action which they have not fully disclosed?
