After the meeting I spoke to the Scottsboro School System Superintendent Mrs. Amy Childress regarding the Scottsboro City Schools Facebook site blocking/censorship of citizen comments on the site. She indicated (paraphrased), citizen speech would be reinstated on the site in support of two way communications between the public and school officials.

The short of it -
Brownwood will be closed after this school year. Students will be consolidated
into Nelson Collins and Caldwell Schools. Dr. Reyes stated, in an impromptu
Press Briefing afterwards, that the consolidation would save between $300 to
$500 thousand dollars per annum.
Security will be upgraded
at all schools, with active video monitors in 4 separate undisclosed, secure
locations to cover all school entrances. Special "key" access will be
implemented at all entrances with communications systems for folks who do not
have a keyed access. The Junior High will incorporate special fencing with
gated access.
Dr. Reyes stated he will
be releasing a letter to the community in the near future regarding the Schools
Consolidation now that the school board has approved the action. Dr. Reyes

Prior to the Regular meeting there was a work-session meeting regarding the Superintendent selection. This was related to Item VI-Superintendent Discussion on the Regular Agenda. Inquiries disclosed by persons at the meeting, including the Daily Sentinel and the Clarion, stated they received an email notice of this meeting on Monday May, 1, 2017 or there abouts. There was no posting of the Special Call Meeting on the doors of the Board of Education or at the Front desk area. There is no public notices bulletin board available to the public at the Board of Education Office.
The superintendent replied that there was a notice at the boards front desk, I looked there was none visible. I have been on the School Board web-site checking on meeting dates and times 3 times during this week to insure there was no change in the schedule for the May 4th Board Meeting. There was no indication of a special call meeting at this site: http://www.scottsboroschools.net/school_board/board_meetings/schedule/
The board secretary and President informed me it was posted on the main school board page. I went there, there was no indication of any notice when I searched the page at this link: http://www.scottsboroschools.net/ If the notice was taken down the day of the meeting, I would suggest leaving the notice intact the entire day in which the meeting occurs.
A Special Call work Session Meeting is scheduled for May 9, 2017 at 2:30 PM at the Scottsboro Board of Education Board Room.This notice was made at the school board link above.
Per the laws of the State of Alabama, "Code of Alabama - Section 36-25A-3 (4) A local school board shall post notice of each meeting on a bulletin board at a place convenient to the public in the central administrative office of the board." There is no visible bulletin board at the school board office for such public postings. An alternative posting place would be the inside on the glass door entry ways of the west and south main entrances to the school board office. These suggestions were made to the Superintendent, Board President and Secretary to insure the requirements of the open meetings laws are met for the benefit of public notification.
Dr. Spivey commented that the Scottsboro Schools system has been loosing student enrollments at approximately 50 per year and that this has been ongoing for several years. The loss in enrollment will result in a teacher loss within the school system in the upcoming year.
The below videos will speak for themselves. During the Staffing segment there was a heated discussion about issues which I elaborate on in a short video. Regarding the superintendent selection process, there appears to be a transparency issue regarding the publishing of all candidates for the superintendent position. I inquired to Mrs Thompson, School Board President about the issue after the meeting. Currently there is no intention to release all applicants for the job to the public. There is also a question of whether the final selectees will be interviewed in public prior to the boards choice.
Another concern is the organizational process regarding the agenda. The Superintendent of Scottsboro's Schools is not a school board member and should not be establishing the agenda, that is a job for the School Board President. The President and the Superintendent should discuss matters which would be placed on the board's agenda, but never should the Superintendent establish the Agenda, in my opinion, as this compromises the purpose of the School Board's President and the organization function of the board as to checks and balances function of the governmental entity.

UPDATE 8-25-17: After further consideration and thought, this writer thinks it is important to offer forth my further thoughts and information gained on this matter based on my leadership experiences, training, political involvement in community,and discussions with knowledgeable individuals about Alabama school boards within this state and area
Responsibilities
The problems and their solutions involving the Scottsboro Board of Education are the sole responsibility of the Scottsboro Board of Education; they, the School Board, are the RESPONSIBLE authority as to school board matters, the buck stops with the school board regarding Scottsboro Schools as to policy, budget and rules of the school board. The electorate is responsible to be knowledgeable about the character and experience of those they elect to school board office.
It is unfair to the Scottsboro Schools Superintendent for the school board's to attempt to PASS OFF its RESPONSIBILITY onto the school's superintendent. It is important to remember, RESPONSIBILITY may not be delegated. Dr. Sandra Spivey has demonstrated a strong leadership style which local citizens I think are not familiar, personally I am impressed with her leadership style and capabilities. Further, because of a lack of leadership training and experience many on the school board, past and present, are ill equipped to deal with her very capable leadership abilities. The Scottsboro Schools Superintendent is accountable to the Scottsboro School Board. The problem and question, is the school board capable of managing and leading the school system as to budget, policy and the superintendent? The superintendent is responsible for the day to day operations of the schools and reporting to the school board, which includes keeping the board informed on all issues which may affect the schools operations. This includes advising and making recommendations to the school board on important issues
AASB, Alabama Association of School Boards - Hidden Agendas
In discussions with individuals and a lack of past replies from the AASB on issues, there appears to be a problem with their facilitation of transparency and the conduct of meetings to include citizen input. It was good to see the long standing citizen input session was brought back into the process of the Scottsboro School Board, no thanks to the AASB's bureaucratic position. There is a concern that the AASB's influence is a direct threat to transparency, open elections and the operation of the Scottsboro School Board for the citizens of Scottsboro, Alabama.
My recommendation is that the school board, its President, and the superintendent should think twice before allowing an inordinate amount of influence from the AASB and their hidden/secret agendas. Examples: facilitating squashing of transparency, no citizen input to the school board, elected board officials replaced by appointed officials, and the AASB's facilitation of regional legal support of school boards by large corporate law practices.
On the AASB web site there ( http://www.alabamaschoolboards.org/ ) is the appearance of nothing but support, I'm sure they facilitate this support function. However, when there is an effort to remove citizen input, squash transparency, remove elected officials via supporting appointed school board members, along with supporting corporate regional legal services instead of local attorneys, there appears to be a degree of inordinate influences via a hidden agenda within the political mechanisms of the AASB. It is my opinion they are not supportive of the community, but embrace the position of a political action committee supporting no accountability to the electorate in regards to school boards.
After considerable thought, observations and discussions the over reliance on the AASB's hidden agenda regarding school board management is creating problems for the citizens of Scottsboro, Alabama as to schools management.

SCHOOL BOARD PRESIDENT EXPRESSES CONCERN - "NO CHECKS AND BALANCES," VOTES NO.
Sub-title - HOW NOT TO IMPLEMENT A CONTRACT FOR EMPLOYMENT SERVICES - WHO DOES THE APPLETON CONTRACT BENEFIT, CITIZENS OR THE CONTRACTOR?
Since the contract has no termination date attached, what is reasonable notice - 1 month, 1 year, 2 years or 5 years; was reasonable notice agreed upon by both parties? Bad move school board and you were told this in the dissenting opinion. Law Journal Review listed below regarding this issue.
"ALEC is not a lobby; it is not a front group. It is much more powerful than that. Through the secretive meetings of the American Legislative Exchange Council, corporate lobbyists and state legislators vote as equals on ‘model bills’ to change our rights that often benefit the corporations’ bottom line at public expense. ALEC is a pay-to-play operation where corporations buy a seat and a vote on ‘task forces’ to advance their legislative wish lists and can get a tax break for donations, effectively passing these lobbying costs on to taxpayers."
The Appleton Contract was approved with one dissenting vote from Mr. Daryl Eustace, Board President, and a local attorney. Mr. Eustace pointed out that the contract did not have a specific ending date, it is an open ended contract with no specific term limitations. He also stated there are no checks and balances regarding this contract.
Mr. Eustace had previously stated he believed the contract should be implemented on a limited basis, currently this is not the situation. The Board Superintendent stated the contract could be terminated at any time. However, this writer and observer does not believe that to be true. A termination of the contract in the middle of a school term would result in a curtailment of school services once contracting personnel were utilized to fill positions, also there are problems as described in the below article linked regarding open end contracts and their termination.
The School Board committed an error in my opinion, where are the high dollar Huntsville Attorneys?? The school board failed to listen to the advice of Mr. Eustace, who is a Scottsboro Attorney. This Florida Law Review Document expresses the concern regarding "MAINSTREAMING EMPLOYMENT CONTRACT LAW: THE COMMON LAW CASE FOR REASONABLE NOTICE OF TERMINATION - "...the idea that parties reserve the procedural
right to terminate [their relationship] without notice—is neither historically supported nor

Contracting Services for School System Support Positions.
It was a packed house,
standing room only, for Tuesday evening's school board meeting. These two
videos concern discussion by the school board and superintendent about
contracting of support services for the school system. The recent 4% pay raise
by the state is not fully funded and has left a gap in financial stability for
the local school system of approximately $50,000 according to the Board's
President Mr. Daryl Eustace. "No one will be laid-off or terminated so
Appleton employees could be utilized." This statement was emphasized by
both the Superintendent and the Board President.
Mr. Eustace has stated by
filling vacant and retiring support positions with Appleton Contracting
employees it would save the school system approximately $50,000. Mr. Eustace
went on to say that he would like to utilize contracting services on a limited basis
to determine if it was going to work for the school system.
The schools
Superintendent, Dr. Sandra Spivey, was adamant that no employees were going to
be terminated or laid-off. She also stated the school board must save money. We
were in serious financial trouble when I came aboard, she commented. Dr. Spivey
further commented, regarding the contracting issue, that children are first but
financial accountability must be a high priority. Dr. Spivey asked for input as
to ways money could be saved. Regarding that issue, folks should remember the
City Board of Education moved from a small single story structure to its
current location several years ago which is a huge multi story building for
its' administration offices, Page Administration Center. The Scottsboro City
School system has a large bond indebtedness. Administrative costs and bond debt
has to be a large financial drain on the school system. It has been stated that
not all of the city tax money for schools is turned over to the schools system,
some is held by the City of Scottsboro.
The local Alabama
Education Association (AEA) representative, Ms. Sheila Cornelison, indicated to me afterwards that she was not
appreciative regarding Dr. Spivey's comments about her. The AEA is not
supportive of utilizing contract employees. There were several individuals
present that had been terminated. It was stated by former employees that 17 positions had been terminated by the school system, these were all support
positions. The terminated employees present stated, "The superintendent

As a note, the Scottsboro Board of Education no longer allows for sign-up by citizens at its Work-Session. Info from Board President Daryl Eustace - To get on the agenda, a person must call the Schools Superintendent to get permission after discussion with the superintendent. It is my opinion this does not facilitate the concept of citizen involvement in government within the community. County and City government in Scottsboro allow 5 minute presentations by citizens within established rules. When I inquired about this issue, Birmingham School system was mentioned regarding abuses by citizens.Sometimes our local government leadership has forgotten who they work for, the citizenry.
The School Board and Superintendent's job is to manage our school system efficiently and professionally, to provide the best education possible for the children of the Scottsboro area. For the most part this citizen believes they do an admirable job. To not allow citizen sign-ups demonstrates a distrust of local citizenry and does not facilitate participatory government for the people of Scottsboro. The school board should reconsider their policy regarding citizen sign-ups at the school board meetings..

If you will note the above agenda, there is NO Board Member Comment Section on the agenda. This is a deviation regarding the policy and procedures of the Scottsboro School Board which has not been approved by the school board \
Apparently the Superintendent took it upon herself to remove the comment section from the agenda without the approval of the School Board, however the school board accepted the agenda without question. The School Board President discussed this issue at the end of the meeting, as demonstrated in the video. There was considerable discussion about this issue at the work session and I had a 2 part video regarding this issue. Frankly, the reason I am going to be following the School Board meetings and videoing them is due to reported irregularities regarding agenda items and policy such as this one represents. Never should a School Board Superintendent, in this case an appointed position, attempt to over-rule, and make-up her personal rules over elected public officials. Specifically, when this was discussed at the work session, Board Member Hollie Thompson mentioned she was not going to vote on this issue during the work session.
Dr. Spivey is a capable school superintendent and we are fortunate to have a person of her professional expertise. The School Board cannot allow her to run "rip-shod" over them because a bureaucratic organization such as the Alabama Association of School Board's suggests the censorship of Board Member comments. The Schools superintendent must work with public officials and they must listen intently to her advice. In this case, to censor public officials comments or reports during a work session or regular session are unwarranted and is a questionable action. WHY?? What does the schools and or administrators have to hide regarding public policy or facts. There was never an actual reason given at the work session for such action other than the association attorney recommended it. The Alabama Association of School Board Attorney, Susan Williams, would not return my call regarding this issue.
I am being informed about other unfair actions regarding personnel policy application within the Scottsboro Schools System. However, I do not have corroborating evidence to support statements being made. I'll be looking for that evidence.

A Scottsboro substitute teacher is out of a job after she was arrested on drug charges last week.She faced a similar charge five years ago. 45-year-old Bailie Arnold Wise is out on bond after she was charged following the incident at her Scottsboro home last week. There has been considerable discussion about this issue on Face Book including discussion in private about CENSORING such comments. School officials, it will not work, you are creating a greater problem, My suggestion - THINK BEFORE YOU ACT and if you have a question, discuss it with your attorney. Threatening employees regarding their jobs because they may or may not post a link on social media regarding this issue only creates a problem for management who contemplates such unfair policy actions.
On January 21, 2016 the Scottsboro Board of Education held a two and a half hour work session. My Presentation will consist of 4 segments, it is not the entire meeting. Part 1 is actually the end but an interesting part of the meeting which consists of the Alabama Association of School Board's (AASB) recommendation to end Board Member Comments on the Board's Agenda.

This writer certainly appreciated the Board President, Scottsboro Attorney Daryl Eustice comments regarding not legislating common sense, you can't do it. Not allowing elected official comments as part of a public bodies agenda runs a risk of squashing expressions of concern and minority positions on issues.
The AASB Attorney, Jane Williams, was contacted, she was not available according to the Association's Secretary; I left a voice mail regarding my questions on their position and requested comments on this matter; however, no one returned my call.
