**Regarding Drug abuse treatment - It will take a joint effort by citizens to change the way business is accomplished within our government regarding drug abuse. Allowing attorneys, corrections, and the courts to make primary decisions regarding treatment of disease, instead of physicians, is a serious error of judgement.**

Drug Testing Program Management, DTPM, is connected with Jackson Community Corrections and Court Referral (associated with Jackson County Courts, the State of Alabama's Office of Courts and Alabama Department Corrections). 

Their owner and at least one of their executive staff are board members of the Jackson County Court Referral and Community Corrections organization. A NON-accountable corporate courts' organization in Jackson County. But lets not confuse issues of making money with issues of helping people with substance abuse problems, maximum sarcasm intended.

Court Referral and Community Corrections - "...just like the First Baptist Church..." says their attorney, as an excuse for not being accountable for public funds, protocols, number of successes vs failures and procedures.

DTPM does not meet the requirements of the Substance Abuse and Mental Health Administration, SAMHSA, for a certified drug testing facility. Nor do they meet the Code of Alabama (COA) requirements for employee drug testing, COA - 25-5-335. But, that does not stop their Elvis impersonations, or sending off confirmations with no seal/no double sample testing methodology, or greater than 5 day old samples. Can you say, improper chain of custody? UPDATE - August 25, 2020 - More info on testing protocol and certification requirements in Alabama. More evidence of a racket of extortion on the poor, but benefiting corporate entities and their owners, NOT PEOPLE.
Clinical Laboratories in Alabama which test human bodily fluid specimens have certification requirements. These requirements are outlined in the Alabama Department of Public Health Rules (ADPH), Chapter 420-5-8, and is administrative law in Alabama. The requirements became health law in November 1975 and have been updated many times, with the last update July 2014. Link: https://www.alabamapublichealth.gov/providerstandards/assets/ICLIPL714.pdf My inquiries reveal DTPM does not meet the requirements of a clinical laboratory testing human bodily fluid specimens FYI -. These issues have recently came to light as DTPM is testing for Covid-19 per contract from Highlands Medical Center, Jackson County Health Care Authority. This was discovered after interviews with Highlands Medical Center laboratory staff.

Quote from the ADPH : ". . . Independent clinical laboratories and health care institutions engaged in offering diagnostic services to be licensed by the Alabama State Board of Health, the State Board of Health does hereby adopt and promulgate the following Rules governing all independent clinical laboratories and all independent physiological laboratories and other related institutions in Alabama, except those operated under the supervision of the Department of Mental Health. . ." Drug testing falls under the Department of Mental Health who are not qualified, not properly funded, nor able to properly certify actual clinical laboratories, however they do so anyways. This exemption points to a high level of corruption initiated politically for financial gain of those profiting from the medical conditions of substance abusers. In my opinion, to exempt these clinical laboratories from certification requirements of the ADPH, due to their performing drug tests, is unprofessional, facilitates malpractice and is indicative of a corporate fascist culture supporting money before the health of human beings. The care of patients suffering from substance abuse must involve medical treatment instead of fostering a culture of money before human health. That is not saying courts should not be involved due to criminal behavior, I am saying that the medical condition of substance abusers must be placed before a corporate justice and prison system to insure a person who has a drug problem receives the necessary treatment and returns to society to be a productive member of the community.

Will the Drug Testing Lab Exemptions change October 1, 2020? Or will corporate fascism continue?  Quote from ADPH: "CLIA (Clinical Laboratory Improvement Amendment) Effective October 1, 2020"

The "war on drugs" is about money, not people's health. Money to support a non-accountable drug court system, attorneys, court referral entities with a continuous stream of offenders - regardless of accuracy or truthfulness of test results; money to support the corporate court system and the skulduggery it brings as demonstrated by the below photos.

The War on Drugs Cost - It is about the money, not ending the problem of substance abuse. Facts demonstrate the war on drugs has killed more people than drugs and resulted in an increase in organized crime. Like A Cancer, The War on Drugs Is Killing Our Nation's Values - A Local, State and National Failure

Sometimes it is hard to determine who suffers more from delusions, the drug abuser, politicians,  judges or the growing corporate corrections and court referral system. Citizens suffer from our government's abject failure from the war on drugs. This expose will address a growing cancer all across our nation - the cancer of substance abuse and the failure of the war on drugs on multiple levels in our government and our culture.

Cancer comes in three forms, physical/medical cancer affecting the human body's organs due to cellular mutations; cultural cancer- racism, religious wars, religious persecution and drug abuse are forms of cultural cancers; societal cancer - some say our courts are turning into a societal cancer, declining family values and a lack of fathers and mothers as a family unit, and drug abuse, including the war on drugs.

Here I'll discuss and provide information on the later of the two cancers, cultural and societal as it pertains to drug abuse and the war on drugs failure. I welcome any comments which dispute that the war on drugs is not a failure locally, state wide and nationally.

Many of us have seen the debilitating effects on the individual, family, friends and community when people abuse drugs and alcohol. In many ways substance abuse is far more deadly than the physiological form of the disease we generally call cancer because the cancer of substance abuse has another symptom attached to it, it is called denial. The psychological damage is just as great as the physical damage. This form of cancer many times is much harder to treat because it becomes hidden in friends, family and even in the individual because the individual denies and manipulates others around them in parasitic relationships. As the drug abuse progresses, individuals become psychotic, and this is a sure sign the disease has a grip on the individual and their better senses.

Often the individual cries out for help in many different ways, sometimes those too close will not react or isolate themselves from the individual exhibiting this disease. A true friend will help and also demonstrate tough love and attempt to convince their friend that they need help. 

The other and third type of cancer is cancers of our culture, community, societal cancers so to speak. Leading that list there are several forms of the illness which manifests itself into our society, greed is one where the quest for money overcomes our sense of values; destruction of our environment is another - often greed is associated with that. But, our old foe of substance abuse is right up there with greed and environmental destruction wreaking havoc on our communities.

Our government attempts to wage battles against this common foe, unfortunately that is unsuccessful because of greed and the tendency in our government to disregard individual needs. Individual needs are replaced with the needs of the corporation. We see this locally, state wide and nationally in drug and correction programs. It is seen on a broader scale with spending in the defense industrial complex, billions - trillions spent on the war on drugs failure, all the while ignoring the individual’s need for comprehensive medical treatment.  Think about how far a trillion dollars, or even 50 billion dollars would go regarding individual drug abuse treatment.

The goal of the war on drugs is not about curing the individual problem of substance abuse, the war on drugs is to support corporations and individuals connected with courts and prisons instead of actually treating medically each and every individual infected with this insidious, cancerous disease of addiction called substance abuse. Until there is a change in attitude and a redirection of government policy the problem will grow and our courts and those who think they are resolving the problem will continue on their, and the drug abusers, road of delusion at a cost of hundreds of thousands of lives and hundreds of billions of dollars in taxpayer money.

Scottsboro City Council Work Session, June 1, 2015 - A Question of Morals, Law and Rights of the Poor.

There were two issues on last nights agenda, 1) Roseberry Rescue and the aquatic nuisance species issue; 2) Water and the River-Chase Mobile Home Community issue. 

It is interesting to note in the below city council video, here is an example of two extremely different societies in Scottsboro, one for the rich and influential - requesting money to spray the weeds around their private boat docks, money approved by the City Council with stipulations; and, the plight of the poor, citizens requesting help for the basic necessity of life - WATER. This is in one community, the difference in political support is a stark contrast of our culture in Scottsboro. 

Other Notes and Thoughts - First, many thanks to the Scottsboro Police Department in helping to resolve this situation of a slum landlord not meeting their responsibility.  

Several concerned citizens met with the Mayor, City Attorney and Council Member Keith Smith prior to the city council meeting, this was appreciated. The problems were brought forward, but the City Attorney did not agree that the poor people have a right to water while residing on the property of another, although payment for water had been tendered. The Mayor commented that no one had complained to him about conditions, there has been an ongoing complaint for years, including the City of Scottsboro suing the property owner for code violations.. 

The Mayor also mentioned, bring forward specific examples of nuisance structures and he would direct the Code Enforcement Officer. This is part of the problem, it is not my or any other citizens responsibility to do the job of city officials. Besides, structures which have no ceilings, floors windows, and are hazards are readily visible. It seems a slum landlord's property rights transcends the law. Property rights have been brought forward by the water board corporate authority. The city in its corporate authority and failure is part of the problem, the failure to recognize basic human rights, and a failure to equally and justly enforce laws in support of all citizens, including the poor. 

Another question is this - will the city act in such a way that further victimizes the poor by taking an easy road out of the situation by declaring the property a public nuisance and further victimizing the poor by dislocating them and causing extreme hardship by errant decision making?

Water rights are a growing issue across this nation. We hear about the drought in California and the battle between corporations, farmers and private citizens rights to water. Water rights have become an issue in cities such as Detroit, MI. where the poor are being denied water.

The right to water of the poor in this case becomes a question of government enforcing law, where a landlord has received money for payment. Instead of punishing innocent victims of a crime committed against them, government must focus their attention on the criminal,  not penalize innocent victims.

In our nation people do not serve government, government must serve the people. This argument is as old as our nation itself. Water rights and rights of individuals living on property of another have been an issue at law in Alabama since slavery was abolished and tenants have lived on the property of another. In the 21st Century we would hope and pray that human rights have progressed since the formation of Common Law in England. However, in this case there seems to be a disconnect between political leadership and the rights of the poor in our community. Either Scottsboro Leadership sets an example that there will be no tolerance given to slum landlords, or they demonstrate their values toward support of a time in the past which includes Jim Crow, abusive practices toward the poor and victimization of the poor. The difference here is, the poor will not sit by in apathy and put up with the abusive practices of errant people, that includes government officials or private citizens.

WATER RIGHTS AND THE POOR IN SCOTTSBORO

Is the City of Scottsboro headed toward a showdown on the issue of Human Rights to Water? 


The City of Scottsboro has attempted to utilize corporate authority of their water board to overrule poor people’s rights to water, even though the water was paid for by responsible tenants in a local mobile home park.       
                                                                                        
Previously, tenants paid for their water directly to the Scottsboro Water Sewer & Gas Board. But when a sample of dirty water was brought forward to the Health Department and the Water Board, with a request for help in resolving issues, the bill paying service for the poor tenants was discontinued. Now the tenants are forced to pay 30-40% more for water and garbage service directly to a "slum landlord."  
                                                                                
Unfortunately the slum landlord has refused to pay the water on occasions, and has subjected the tenants and visitors to sewage problems. Last week, 200 poor, disabled, including disabled veterans, and minority citizens water was terminated temporarily until a concerned citizen came forward and threatened criminal action - the concerned citizen was me. The Scottsboro Police Department was very helpful in assuring the landlord met their responsibilities, thank you.   
               
The Water Sewer & Gas Board was not helpful, and by all appearances prefers to protect a slum landlord, instead of the poor women, babies, disabled, minorities and poor disabled veterans residing in the mobile home community. The issue of property rights was brought forward by the corporate water authority,  I ask, making victims of the poor whose water was stolen - is this the Christian thing to do - is this supportive of moral Christian Values - are the actions of Corporate Authorities of the City of Scottsboro supportive of people, all people including the poor and helping the disadvantaged, or are the politicians and governmental corporate entities only concerned about the rich and influential citizens of Scottsboro?
                                                                                          
Some in authority seem to be claiming the poor have no rights to water, even when it is paid for if they live on the property of another; saying, "sue the slum landlord," with what, our poorness? Basically, the poor are being told the corporate water authority holds all rights, even that of water. There are many who disagree, including the United Nations Human Rights Commission
                                                                                                                  
If the City of Scottsboro chooses to maintain that the poor citizens have no Right to Water if they live on the property of another, the City of Scottsboro is headed for a Human Rights and Discrimination Showdown. Scottsboro Corporate Government Punishes/Penalizes citizen residents which includes babies and small children instead of holding accountable a slum landlord's failures and illegal activity. It is my position that the Scottsboro Water Sewer and Gas Board violated the Civil Rights of the poor citizens living there. This type of inappropriate action by a corporate governmental authority must not occur again.

Previously, I used my name to log in, corporate management removed my account because of me utilizing my name and attempting to protect myself from the criminal defamation and threats by corporate-political-media thugs. When people slander and harass other people using hundreds of different names,the misbehavior leads people to believe that the corporate entity allowing such slander has a vested interest in the harassment and slander. When psychotic people and a psychotic corporation fail in their values, the people perpetuating such actions, the corporation and their associations, become a blight on local society and a scourge on media outlets such as this (meaning al.com).

The individuals perpetuating this misconduct are perpetuating the abolishment of freedom, justice and our system of law. This is political-corporate harassment and this is the face of the Alabama Republican Party's extremist, racist right wing. It is also the face of Alabama corporate-political society today.

What kind of example is being demonstrated to children and citizens where this type of conduct is permitted, even encouraged by the corporate media outlet.

Criminal activity and defamation-libel supported by psychotics is a threat to freedom within and in our nation. Propaganda and Media Manipulation 101 and My Experiences of Corporate Media Censorship

Some of you may have noticed that I have been writing on the subject of censorship for some period of time. The reason this blog was created was due to censorship on al.com's Scottsboro Forum. Censorship has taken place in local Face Book Groups. Some of the censorship has taken on threatening intimidating forms, including terrorist threats.

It has became apparent that there is an intentional effort on the part of local corporate media and political parties to keep the citizenry in a state of  "perptual mushroomitis" - feeding citizens crap and keeping them in the dark. This post concerns the reasoning and strategy for seemingly ridiculous attacks by anonymous parties and media propaganda . 

When the attacks of slander, defamation, threats and intimidation are closely examined and applied to a corrupted media/political system's communications processes of disinformation and propaganda another piece of the puzzle falls into place. It causes this writer to question the intent of criminal acts and why they were not investigated by authorities, although complaints were filed. Reference:


The problem is bigger than verbal threats and harassment by anonymous parties utilizing a news media's forum to convey threats and harassment.

Why would persons or corporate media be concerned about a blogger?  The independent blogger's story is an individual story about his or her perceptions of reality and life around us, it is not a corporate image laden with hidden agendas of corporations and government entities. I'm conveying to you my perception of political and news worthy events around me; including the interjection of my opinions on this blog, Face Book, forums and directly into the political process, this seems to upset some folks who go to extremes to wage personal attacks.

This leads me to wonder, has a black veil of secrecy and corruption fallen over Jackson County and Scottsboro,  and how does this past history affect our community today? 

The extent of vicious verbal group attacks by whites on Face Book sites relating to Scottsboro History, when the group's members are reminded of the exclusionary history of Scottsboro, reveals that  mob mentality and delusional group peer pressure is present and facilitates a continuation of a racist culture.

When you add in intentional lies by prominent local citizens which resulted in me being questioned by the local Sheriff's Department in 2003 due to my filing of complaints against  politicians which included theft of property, embezzlement, etc. more of the puzzle falls into place.

Corporate media propaganda and political intimidation have a purpose, it is to deceive you the citizen and isolate you the citizen from REAL NEWS and EVENTS occurring in our society. 

When persons outside of the corporate media and political structure come forward, such as bloggers, to report news and current events, it has been my experience local independent news reporters are threatened, intimidated and slandered, which has occurred in my case.

"In 1926, an Italian communist named Antonio Gramsci ended up in Mussolini’s prison after a return from Russia. While there, he wrote his “prison notebooks” and they laid out a plan for destroying Western faith and culture. His plans included ways to undermine and discourage Westerners through the intentional collapse of the existing social structure from within."
